Description
This position assists in the administration and supervision of the Police Department; directs, manages, supervises, and coordinates the activities and operations of an assigned unit, team, or division within the Police Department. Coordinates assigned activities with other divisions, departments, and outside agencies; provides responsible and complex administrative support to the Captain, Major, and Chief of Police.
Major Duties
  • Investigate allegations, complaints, and incidents involving members of the Police Department
  • Collect and analyzing evidence and statements from victims, witnesses, and suspects
  • Prepare and complete investigative reports and case files
  • Make recommendations to command personnel and/or agency policy
  • Testify at courtroom and employment hearings
  • Coordinates the daily activities of the division through subordinate supervisors.
  • Maintains continuity of command by assuming duties and responsibilities of the Sergeant or other sworn and non-sworn personnel in the absence of either or both.
  • Keeps the Chief, Assistant Chief and Commander informed of problems, services, and activities of the division.
  • Assists the Chief, Assistant Chief and Commander in planning, organizing, and directing the department.
  • Oversees and supervises major incidents, investigations, and arrests.
  • Serves as Incident Commander during critical incidents.
  • Maintains communication with the Police Chief, Assistant Police Chief, and Captain regarding major incidents, accidents, or other emergencies.
  • Researches, develops, recommends, and oversees the implementation of department policies and procedures; ensures departmental rules and regulations and work methods and procedures are followed; enforces disciplinary measures as necessary.
  • Directs or personally investigates citizen complaints about police personnel conduct and services.
  • Establishes and develops goals and objectives and ensures that goals and objectives are reached.
  • Advises and assists subordinates as to priorities, procedures, and ensures compliance with departmental rules and regulations.
  • Schedules and assigns work; assures that personnel are assigned to shifts or working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment; ensures the training of officers in correct methods and procedures; reviews and evaluates employee performance.
  • Participates in the preparation of the budget by recommending personnel and capital needs for a division.
  • Performs public relations duties; answers questions, addresses concerns, and gives information to the public, civic organizations, neighborhood groups, business groups, the media, and other groups; attends meetings as necessary.
  • Study's needs, collects data, conducts research, and submits completed reports with recommendations to the Police Chief or Assistant Police Chief.
  • Prepares reports, departmental correspondence (both internal and external), other correspondence, and other documents.
  • Coordinates activities with other divisions and law enforcement agencies; and participates in various citywide projects and/or programs.
  • Communicates and cooperates with other municipal, city, state, and federal agencies in the accomplishments of criminal justice system objectives.
  • Attends professional meetings and conventions to maintain and upgrade knowledge concerning new technology and developments within the field.
  • Attends council meetings and other required meetings.
  • Operates department vehicle in performance of duties.
  • Performs other related duties as required

Work Environment
Work is performed either in an office environment or in a variety of field and office settings and may require exposure to dangerous and life-threatening situations. Must be willing to carry a firearm; mentally and physically capable of taking the life of another, if justified; willing to work any hour of the day or night (shift work), overtime, weekends on call and holidays; work at any location in the city and travel in specific assignments.
Supervisory and Management Responsibility
  • Exercise's supervision over sergeants, corporals, detectives, police officers and support positions as assigned.

Requirements
Bachelor's degree in Political Science, Criminology, Criminal Justice, or a related field preferred; seven (7) to nine (9) years of progressively responsible law enforcement experience, including at least three (3) years in a supervisory role; any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered in lieu of the educational requirement; certification as a Peace Officer in accordance with the regulations of the Georgia Peace Officer Standards and Training Council (P.O.S.T.); valid Georgia Driver's License; successful completion of a pre-employment physical abilities test, medical examination, and drug screening; satisfactory motor vehicle record (MVR); and an acceptable background investigation.
