Definition The City of Colton is seeking to hire one (1) full-time JOINT POLE COORDINATOR The filing deadline is August 10, 2026 @ 5:00 p.m., or when 50 applications are received. DESCRIPTION: Under general supervision of the Electric Utility System Designer, administer, examine, enhance, and maintain all aspects of the Joint Pole Agreements (JPA) for the electric utility, including, but not limited to drafting JPAs, submitting work orders, tracking billing and invoices, and managing files and records of all solely and jointly owned facilities

DISTINGUISHING CHARACTERISTICS: The Joint Pole Coordinator is a single class position responsible for providing regional and district support to internal and external partners while helping ensure the efficiencies of the JPA for the Electric Utility operations. Incumbents in this class are responsible for a wide variety of project management, analytical and administrative assignments, and serves as a resource to city staff and officials, customers and residents, outside agencies, contractors and partners relating to JPA. The incumbent performs work independently as directed, but within the limitations of standard practice or procedure.

SUPERVISION EXERCISED: May occasionally exercise technical supervision over lower-level staff. Essential Functions EXAMPLES OF ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Examine and administer Joint Pole Agreements (JPA), work orders, and pole information from various resources. Analyze and identify owner responsibilities relating to JPAs. Maintain working knowledge of contractual obligations, including legal terms related to the application process, fee structure and general agreement oversight.

Analyze systems and processes to recommend improvements to reduce customer complaints and service disruptions. Prepare and issue make-ready work for construction and/or remediation, create and track billing and invoices for joint pole use. Prepare cost estimates for make-ready work.

Coordinate pole replacement or transfer work; determine if code violations exist. Maintain and keep Joint Pole SOP up to date. Sustain and enhance the development and maturation of the joint pole program, including initiate, maintain, respond to all requests for joint use; review and approve/reject all joint use pole requests; ensure timely response to joint use requests, and work with legal staff to negotiate new pole attachment agreements as needed.

Prepare pole loading analyses and engineering reviews with JPA related projects. Perform internal and field audits to validate as built conditions and collaborate with GIS staff to update records as needed. Act as a liaison with internal and external stakeholders to ensure the accuracy and compliance with General Orders and industry regulations; perform pole loading analysis; coordinate with various agencies/companies on attachment requests and collaborate with other staff as needed.

Assist with customer phone calls, requests for information and inquiries regarding the status of projects and requirements throughout the city. Maintain and track department asset databases of records and files for all JPAs. Track JPAs and provide reports as needed.

Represent the City at various meetings or conferences when needed. Maintain prompt and regular attendance. Perform other related duties as required.

Qualifications TRAINING AND EXPERIENCE: A typical way to obtain this knowledge and abilities would be: Education: A high school diploma or equivalent is required, supplemented with completed coursework in engineering, electrical engineering, geographic information systems, (GIS), public or business administration. AND Experience: Three (3) years of directly related experience in an electric utility field with project management responsibilities. SPECIAL REQUIREMENTS: Possession of a valid Class "C" State of California Driver License and a good driving record.
