Job description

Training & Development Assignment may be considered for this position.
The Energy Research & Development Division (ERDD) deploys over $200 million annually to advance new scientific approaches and technology innovations to meet the state's clean energy and climate change policies, including but not limited to the areas of renewable energy supply, building and industrial decarbonization, sustainable transportation, energy storage, energy distribution, resilience and reliability, and carbon management. The Portfolio Management Unit (PMU) provides responsive and expert cross-cutting support with portfolio management of ERDD programs including investment planning; funding research, development, demonstration, and deployment (RDD&D) agreements; budget tracking; annual reporting; meeting management, process standards; and training. The PMU is responsible for managing and overseeing the execution of over $200 million per year in research grants, contracts, and amendments in areas of advanced technology research covering a wide range of energy research areas. PMU is also responsible for process streamlining efforts, division training, legislative reporting, external audit requests, programmatic budget oversight and maintenance, lead commissioner briefing meetings, California Energy Commission (CEC) agreement databases, and annual reporting functions. PMU's work supports both division and commission-wide efforts.
Under the general direction of the Deputy Director, the incumbent serves as the highest-level resource specialist and performs a variety of supervisory, program evaluation, planning, policy analyses, and formulation activities, as well as technical review and feedback to staff on written work products. The Supervisor leads, supervises, and directs a multi-disciplinary team working on a variety of technical and analytical tasks related to the portfolio management of the Division's programs - including investment planning; funding research, development, demonstration, and deployment agreements; budget tracking; annual reporting; meeting management; process standards; and training - and works to provide a positive working environment for that team. The Supervisor also advises and assists the Branch Managers, Executive leadership, and Commissioner leadership on a broad spectrum of subject areas within the unit's portfolio. In addition, the incumbent represents and supports the Division and CEC in meetings, briefings, conferences, and workshops, engaging other agencies, the Legislature, companies, research organizations, communities, and other interested parties.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.
Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date.

The California Energy Commission seeks an Energy Resources Specialist III (Supervisory) in the Energy Research and Development Division/Administration Branch/Portfolio Management Unit.
