Project Manager PMP

Job Overview:

The VirginiaDepartment of Transportation (VDOT) Information Technology Division (ITD) isseeking an experienced Senior Project Manager to lead and deliver complex ITprojects involving multiple teams, parallel work streams, and accelerateddelivery timelines.

Reporting to the Program Manager, this role is accountable for the successful delivery and outcomes of assigned projects. The Senior Project Manager guides project teams through all phases of the Commonwealth Standard for Project Management-Pre‑Select, Initiation, Planning, Execution and Control, and Closeout ensuring compliance with required processes and the achievement of project goals

The selected candidate will (high level):

  • TechnicalProject Leadership:Serve as a hands‑on senior technical project manager partnering withdevelopment teams, business leaders, enterprise architects, and technologyowners to deliver complex, multi‑platform IT initiatives, including thoseleveraging emerging AI capabilities.
  • Cross‑functionalCoordination: Directand synchronize project tasks, resources, timelines, and stakeholderexpectations across ITD leadership, technical teams, business units, andgovernance bodies.
  • Vendor& Partner Management:Oversee vendor, consultant, and contractor performance, including contractcoordination, procurement collaboration, SOW validation, and deliveryoversight.
  • ProjectDocumentation & Reporting:Maintain comprehensive project artifacts (budgets, schedules, risks, issues,metrics, and status reports) and deliver timely updates aligned with thecommunications plan.
  • Clear,Adaptive Communication:Communicate complex technical concepts clearly to both technical and non‑technicalaudiences, fostering alignment across IT, security, business teams, and vendorpartners.
  • RiskIdentification & Mitigation:Identify, assess, and mitigate technical, security, operational, and vendor‑relatedrisks across all project phases.
  • Architecture& Governance Alignment:Ensure all project solutions adhere to agency architecture standards, securitypolicies, best practices, and VDOT/VITA project management governancerequirements.
  • PerformanceMeasurement: Track andevaluate vendor and third‑party deliverables using defined KPIs and SLAs toensure quality, timeliness, and contractual compliance.
  • Milestone& Release Management:Manage project milestones, deliverables, change control, and release activitiesto ensure on‑time, on‑budget, and low‑disruption deployments.
  • TestingLeadership: Coordinateplanning and execution of testing activities, document test objectives, andensure creation of detailed test plans, test cases, and acceptance criteria.
  • Training& Adoption Support:Support system and application training efforts to ensure smooth adoption,operational readiness, and effective knowledge transfer.
  • TechnicalExpertise: Providesenior‑level guidance on system upgrades, cloud and infrastructuremodernization, application migrations, and remediation of security or assetvulnerabilities.
  • Data& Integration Literacy:Apply strong understanding of infrastructure, databases, APIs, and applicationarchitectures to support planning, estimation, and technical decision‑making.

Skill Matrix:

  • A proven track record of successfully managing large-scale, complex IT projects, Experience managing migration project budgets and schedules. Required 5 Years
  • Azure services: Familiarity with a wide range of Azure services, including Azure Migrate, Azure Site Recovery, and Azure Database Migration Service. Desired 5 Years
  • AI Awareness: Demonstrate working knowledge of modern AI technologies (LLMs, Agentic AI, automation platforms, and data driven decision tools). Desired 5 Years
  • Cloud concepts: A strong understanding of cloud computing principles (IaaS, PaaS, SaaS) and hybrid cloud environments. Required 5 Years
  • Automation: Working knowledge of scripting (e.g., PowerShell, Azure CLI) and Infrastructure as Code (IaC) Required 5 Years
  • DevOps: Knowledge of DevOps principles and CI/CD pipelines. Required 5 Years
  • PMP/ Agile, or Scrum Required 5 Years
  • Communication: Excellent verbal and written communication skills to effectively translate complex technical concepts for all levels of the business. Required 5 Years
  • Leadership: The ability to guide and motivate cross-functional teams and manage stakeholder expectations. Required 5 Years
  • Problem-solving: Strong analytical skills to anticipate and mitigate risks and resolve issues during the migration process. Required 5 Years
  • Adaptability: The ability to thrive in a fast-paced, demanding environment and manage multiple concurrent projects. Required 5 Years
