We are currently seeking a Project Management Office Director - Hybrid/Onsite to join our team in Canton, Massachusetts (US-MA), United States (US).

Project Management Office Director – Healthcare Payer

Position Overview

We are seeking an experienced Project Management Office (PMO) Director to lead PMO and delivery governance for a large healthcare payer account. This is a senior, customer-facing leadership role responsible for strengthening delivery execution, portfolio governance, SOW performance, capacity planning, financial discipline, risk management, and operational transparency across complex healthcare portfolios.

The ideal candidate brings strong healthcare payer experience, proven PMO and delivery leadership, and the ability to lead large onshore and offshore teams. You will partner closely with customer portfolio leaders, business and IT stakeholders, delivery teams, finance, and account leadership to improve execution discipline, strengthen accountability, optimize resources, and demonstrate measurable value from PMO services.

This is a hands-on leadership role for someone who can quickly understand complex healthcare business environments, coach project and program managers, establish scalable governance practices, and serve as a trusted advisor to senior customer stakeholders.

What You’ll Do

Lead the PMO Organization

  • Lead PMO, project management, and portfolio support teams across multiple healthcare payer portfolios.
  • Provide leadership, coaching, mentoring, and direction to 30+ onshore and offshore professionals.
  • Establish consistent delivery standards for status reporting, RAID management, scope control, milestone tracking, dependency management, action tracking, and stakeholder communication.
  • Align PMO resources with customer priorities, SOW commitments, delivery objectives, and account goals.
  • Build a culture of accountability, transparency, collaboration, and continuous improvement.
  • Coach project and program managers on delivery execution, governance, escalation management, and executive communication.

Bring Healthcare Payer Expertise

  • Apply healthcare payer knowledge to improve project planning, delivery execution, business readiness, and operational outcomes.
  • Support portfolios across claims, enrollment, provider, member, benefits, product configuration, Medicare, Medicaid, commercial products, compliance, data, interoperability, and operations.
  • Ensure project plans, dependencies, risks, and delivery decisions reflect healthcare business processes, regulatory considerations, and operational impacts.
  • Help PMs understand healthcare terminology, downstream dependencies, business readiness requirements, and operational workflows.

Drive SOW, Capacity & Financial Management

  • Oversee PMO SOW execution, resource capacity, utilization, demand planning, and staffing alignment.
  • Partner with account leadership and Finance to monitor staffing, utilization, billability, forecasts, margins, and resource optimization.
  • Identify opportunities to improve resource mix, leverage offshore capabilities appropriately, and reduce non-billable effort.
  • Support monthly operational reviews, financial forecasting, staffing decisions, contract governance, and customer capacity discussions.
  • Ensure PMO services remain aligned with contractual commitments and account financial objectives.
  • Provide proactive visibility into staffing gaps, capacity constraints, delivery risks, and financial impacts.

Strengthen Portfolio Governance

  • Establish and continuously improve portfolio governance, reporting, and delivery management practices.
  • Provide leadership with clear visibility into portfolio health, milestones, risks, issues, dependencies, capacity, financial performance, and decisions required.
  • Drive consistent RAID management, issue escalation, dependency tracking, and action closure.
  • Establish meaningful PMO metrics and dashboards to improve transparency and decision-making.
  • Identify trends and emerging risks across projects and portfolios and drive corrective action before issues impact delivery.

Modernize the PMO Function

  • Simplify PMO processes while maintaining appropriate customer governance, contractual controls, and delivery discipline.
  • Identify opportunities to eliminate manual reporting, duplicate governance activities, administrative overhead, and inefficient handoffs.
  • Leverage modern delivery and analytics tools such as Clarity, Jira, Azure DevOps, ServiceNow, Power BI, Microsoft Copilot, and AI-enabled productivity solutions.
  • Introduce reusable governance frameworks, templates, playbooks, dashboards, and automation.
  • Support the transition toward persistent, product-aligned delivery teams and more efficient delivery models.

Build Customer & Executive Relationships

  • Serve as a trusted delivery and governance advisor to customer portfolio leaders, business stakeholders, IT executives, and NTT account leadership.
  • Establish strong customer relationships through transparency, delivery ownership, proactive communication, and healthcare domain expertise.
  • Represent the PMO organization in governance forums, portfolio reviews, operational meetings, escalation discussions, and executive readouts.
  • Anticipate delivery, capacity, financial, and operational risks and work collaboratively with stakeholders to resolve them.
  • Translate complex project and portfolio issues into clear business impacts, recommendations, and decisions for executive audiences.
Required Qualifications
  • 12+ years of progressive experience in IT delivery, PMO, program management, portfolio management, or delivery leadership.
  • 5+ years of direct healthcare payer or health plan experience is required.
  • Demonstrated experience supporting healthcare payer capabilities such as claims, enrollment, provider, member, benefits, product configuration, Medicare, Medicaid, commercial products, compliance, data, interoperability, or healthcare operations.
  • 5+ years leading large teams of 30+ professionals, including distributed onshore/offshore teams.
  • Proven experience managing SOW commitments, capacity planning, utilization, staffing, financial performance, portfolio reporting, and delivery metrics.
  • Experience leading PMO or delivery teams in a managed services, managed capacity, or large-scale delivery environment.
  • Strong understanding of Agile, hybrid, and waterfall methodologies, including persistent team and product-aligned delivery models.
  • Strong knowledge of PMO and delivery disciplines including project planning, RAID management, risk and issue management, dependency tracking, milestone management, resource planning, governance, and executive reporting.
  • Strong customer-facing communication, relationship management, and influencing skills.
  • Ability to effectively engage business, product, technology, finance, delivery, and executive stakeholders.
  • Demonstrated ability to build high-performing teams, establish accountability, and drive continuous improvement.
Preferred Qualifications
  • Experience working with a healthcare payer, health plan, managed care organization, or healthcare technology services provider.
  • Experience with Clarity, Jira, Azure DevOps, ServiceNow, Power BI, Microsoft Copilot, or similar delivery and governance platforms.
  • PMP, CSM, SAFe, or related certification.
  • Experience transforming PMO operating models or transitioning organizations toward product-aligned or persistent team delivery.
  • Demonstrated success improving portfolio governance, reducing administrative overhead, or automating PMO reporting and processes.
  • Experience with account financial management, margin improvement, resource optimization, capacity planning, or managed services operations.
  • Experience using AI and automation to improve portfolio reporting, governance, forecasting, documentation, or delivery productivity.

Pay Transparency

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $250,750-$135,405. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
