Job description

Position Overview

We are seeking an experienced Technology Project Manager (PMIS) to lead the implementation, integration, modernization, and optimization of enterprise Project Management Information Systems (PMIS) supporting large-scale capital improvement and infrastructure programs.

This individual will serve as the primary liaison between executive leadership, PMO teams, IT, finance, contractors, consultants, and operational stakeholders to ensure the successful deployment and long-term support of PMIS platforms. The ideal candidate will possess strong expertise in capital program delivery, enterprise system implementations, business process transformation, financial workflows, data integrations, reporting, and stakeholder management.

A key focus of this role will be leading the transition from legacy PMIS platforms, including Proliance, to Trimble Unity Construct (eBuilder), while supporting accounting, invoicing, project controls, governance, and organizational change management initiatives.

Key ResponsibilitiesProgram & Technology Leadership
  • Serve as the Owner's Representative and primary point of contact for enterprise PMIS implementation and modernization initiatives.

  • Lead PMIS transition efforts from legacy platforms such as Proliance to Trimble Unity Construct (eBuilder).

  • Oversee system planning, deployment, configuration, migration, integration, and optimization activities.

  • Coordinate implementation efforts across PMO, IT, Finance, Facilities, consultants, vendors, and end-user groups.

  • Develop PMO technology roadmaps aligned with organizational goals and operational objectives.

  • Establish PMIS governance standards, workflows, system controls, and operational procedures.

PMIS Implementation & Migration
  • Manage migration of historical project data, workflows, forms, reports, accounting records, and invoicing processes.

  • Coordinate quality assurance, system validation, User Acceptance Testing (UAT), and deployment readiness activities.

  • Maintain implementation schedules, risk logs, issue tracking, and readiness plans.

  • Partner with vendors, developers, finance teams, and business stakeholders to resolve implementation issues and support system stabilization.

Financial Systems, Cost Management & Invoicing
  • Support integrations between PMIS platforms and financial systems, including Deltek Costpoint.

  • Coordinate budgeting, contract management, change orders, invoice processing, cost tracking, forecasting, and financial reporting workflows.

  • Collaborate with accounting and project controls teams to ensure accurate financial reporting and audit readiness.

  • Assist in configuring and testing accounting-related workflows, dashboards, reports, and integrations.

  • Resolve invoicing discrepancies and financial workflow issues.

Training, Change Management & User Support
  • Develop and deliver PMIS training programs for executives, PMO staff, contractors, consultants, finance teams, and end users.

  • Serve as a central resource for user support and issue resolution during implementation and post-go-live phases.

  • Support organizational change management and user adoption initiatives.

  • Create training materials, process documentation, user guides, and knowledge transfer resources.

  • Facilitate communication between technical teams and business stakeholders.

Post Go-Live Operations & Continuous Improvement
  • Lead post-go-live support, issue management, workflow optimization, and operational improvements.

  • Prioritize and manage system enhancements, upgrades, and continuous improvement initiatives.

  • Monitor system performance, user adoption, and operational effectiveness.

  • Coordinate future software releases, testing efforts, and deployment activities.

Systems Integration & Process Improvement
  • Analyze business processes and identify opportunities for automation and efficiency improvements.

  • Lead requirements gathering, system configuration, testing, and acceptance activities.

  • Coordinate integrations with ERP systems, financial systems, reporting tools, document management platforms, BIM solutions, and asset management systems.

  • Develop executive dashboards, reporting tools, and analytics to support project and financial oversight.

Capital Program Support
  • Support large-scale public-sector capital programs involving construction management, project controls, cost management, scheduling, document controls, invoicing, and compliance reporting.

  • Collaborate with executive leadership, PMO teams, facilities groups, finance departments, and external consultants.

  • Establish governance standards, reporting structures, and implementation strategies for enterprise capital systems.

Required Qualifications
  • Bachelor's degree in Business Administration, Information Systems, Engineering, Construction Management, Accounting, Finance, or a related field.

  • Minimum 10 years of experience supporting large-scale capital programs, PMO systems, enterprise technology implementations, or construction technology initiatives.

  • Proven experience leading PMIS implementation, migration, or modernization projects.

  • Experience transitioning organizations from legacy PMIS platforms to modern enterprise solutions.

  • Strong knowledge of accounting, invoicing, budgeting, cost management, and financial controls within capital construction programs.

  • Hands-on experience with:

    • Trimble Unity Construct (eBuilder)

    • Deltek Costpoint

    • Reporting, dashboarding, and business intelligence tools

  • Strong understanding of:

    • Project controls

    • Construction workflows

    • Cost management

    • Capital program governance

    • Invoice processing and financial workflows

    • User support and operational readiness

  • Experience leading UAT, end-user training, post-go-live support, and system enhancements.

  • Strong leadership, communication, presentation, and stakeholder management skills.

  • Familiarity with Agile, Scrum, and software delivery lifecycle methodologies.

Preferred Qualifications
  • Experience supporting public agencies, higher education institutions, airports, ports, utilities, or major infrastructure programs.

  • Experience serving as an Owner's Representative for PMIS implementations.

  • Previous experience migrating from Proliance or similar legacy systems to Trimble Unity Construct (eBuilder).

  • Knowledge of construction accounting systems, contract management, invoicing workflows, and capital financial reporting.

  • Experience with data migration, ETL processes, reporting architecture, and dashboard development.

  • Familiarity with BIM integrations, document management systems, and asset management platforms.

  • PMP, Scrum Master, or related certifications preferred.

  • Demonstrated ability to manage multiple concurrent projects in complex stakeholder environments.
