Job description

Proposal Manager
Clearance: US Citizenship required.
Location: Washington, DC Metro Area (VA/DC/MD) — Onsite/Hybrid per program requirements. Candidates must currently reside in, or be willing to relocate to, the DC metro area prior to start.
Salary: $115,000–$195,000 — Commensurate with experience
Responsibilities
  • Lead end-to-end proposal development for federal opportunities, from RFP release through submission.
  • Develop proposal schedules, outlines, and compliance matrices aligned to Shipley or similar best practices.
  • Coordinate contributions from capture, technical, contracts, pricing, and executive stakeholders.
  • Facilitate color team reviews (pink/red/gold) and manage proposal production and delivery.
  • Ensure full compliance with RFP instructions, evaluation criteria, and formatting requirements.
  • Develop win themes and support proposal strategy in coordination with capture management.
  • Manage multiple concurrent proposal efforts under tight deadlines.
Requirements
  • Demonstrated experience leading federal government proposals, including full lifecycle management.
  • Working knowledge of the Shipley proposal process or a similar methodology.
  • Strong writing, editing, and project management skills.
  • Experience supporting proposals for DoW, DHS, FBI, or another national security agency customer.
  • US Citizenship required. Ability to obtain a higher-level clearance based on program requirements.
  • Willingness to work onsite in the DC metro area as required.
Preferred Skills
  • APMP certification (Foundation, Practitioner, or Professional).
  • Experience with proposal management software (e.g., RFPIO, Qvidian).
  • Experience managing proposals exceeding $10M in contract value.
Education and Work Experience
3–15 years of relevant experience, with placement (Mid, Senior, or Lead) commensurate with demonstrated experience. Bachelor's degree in a related field preferred; equivalent professional experience will be considered in lieu of a degree.
