Contracts and Trade Compliance Specialist

ScioTeq offers a small company feel while projecting a big company presence. We are looking for an experienced Contracts and Trade Compliance Specialist who can join our team in Duluth, Georgia. The Contracts and Trade Compliance Specialist The Contracts and Trade Compliance Specialist is responsible for the review, negotiation, and administration of customer purchase orders, contracts, and company agreements, and for ensuring ScioTeq LLC's full compliance with U.S. export control regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and requirements for Controlled Unclassified Information (CUI). The role partners closely with Sales, Business Development, and Program Management to protect the company's commercial and legal interests while safeguarding controlled data and maintaining accurate contract and licensing records. Ensure compliance to ScioTeq legal requirements on all contractual matters including agreements, prices, terms and conditions, export, and order entry.
Key Responsibilities:
Contract and Order Administration
  • Review customer purchase orders and contracts to ensure that terms and conditions, quality clauses, prices, and delivery schedules are satisfactory and acceptable to the company.
  • Approve and sign order Travelers and Sales Order Checks.
  • Negotiate exceptions to terms and conditions of purchase with the customer's representative in coordination with ScioTeq's global contracts team.
  • Review all ScioTeq LLC agreements, including Non-Disclosure Agreements (NDA), Proprietary Information Agreements (PIA), Teaming, Pricing, and Reseller Agreements.
  • Maintain the current Agreement Log.
  • Maintain signed original contracts and agreements in a secure server location.
  • Work with Sales and Business Development on new opportunities and proposals to ensure that terms and conditions remain within company guidelines.

Trade and Export Compliance (ITAR / EAR / CUI)
  • Maintain a strong working knowledge and understanding of ITAR, EAR, and Controlled Unclassified Information (CUI) requirements.
  • Prepare and submit license applications to the U.S. Department of State (ITAR) and the U.S. Department of Commerce (EAR). Handle and document data transfers against the correct export licenses, ensuring each transfer is properly authorized and recorded.

Qualifications:
  • Bachelor's degree in Business Administration, Supply Chain, International Trade, Paralegal/Legal Studies, or a related field - or an equivalent combination of education and experience.
  • Minimum of three (3) years of experience in contracts administration, procurement, and/or export/trade compliance, preferably in an aerospace, defense, or regulated manufacturing environment.
  • Demonstrated experience preparing and submitting export license applications.
  • Working knowledge of the ITAR, the EAR, and CUI handling and marking requirements.
  • Familiarity with commercial and government contract terms and conditions, and with NDA, PIA, Teaming, Pricing, and Reseller agreements.
  • Strong negotiation, written, and verbal communication skills.
  • High attention to detail and proven ability to handle confidential and export-controlled information with discretion.
  • Strong organizational and recordkeeping skills, including maintenance of logs and secure document repositories.
  • Proficiency with Microsoft Office (Word, Excel, Outlook) and document/records management systems.
  • Ability to work cross-functionally with Sales, Business Development, Program Management, Finance, and Legal.
  • Prior experience filing through the DDTC (DECCS) and BIS (SNAP-R) online licensing systems preferred.
  • Export compliance certification (e.g., Certified Export Compliance Professional / ECoP or equivalent) preferred.
  • Experience supporting U.S. Government and prime-contractor programs subject to FAR/DFARS flow-downs preferred.
