Job description

SpecPro Sustainment and Environmental (SSE) is seeking a Senior Security Manager IV / Site Security Manager to support the National Space Intelligence Center (NSIC) Military Construction (MILCON) program at Wright-Patterson Air Force Base (WPAFB), Ohio.
The Site Security Manager will serve as a dedicated Project Delivery Team (PDT) member and lead security oversight supporting the design, construction, testing, and accreditation of a new secure intelligence facility. The position requires extensive experience with SCIF construction, ICD 705 compliance, TEMPEST, construction security, and physical/electronic security systems.
Duties/Responsibilities:
  • Provide security programming and design expertise supporting SCIF operations and mission requirements.
  • Apply Intelligence Community Directive (ICD) 705 requirements to construction designs and documentation.
  • Identify construction products, samples, and submittals required to complete the Fixed Facility Checklist and support the DIA accreditation process.
  • Develop, submit, implement, and oversee security documentation, including the Construction Security Plan (CSP), Pre-Construction Checklist, Inspectable Materials Checklist, and TEMPEST requirements.
  • Develop and oversee the construction surveillance program for active construction sites.
  • Provide oversight and direction to site security technicians.
  • Support SCIF testing and accreditation activities from design through construction and fully accredited/operational status in accordance with applicable Intelligence Community requirements.
  • Provide expertise in electronic security systems, SCIF comprehensive risk management, and operational technology cybersecurity requirements.
  • Coordinate Technical Surveillance Countermeasures (TSCM) requirements and implementation.
  • Support security planning and resourcing requirements across the customer's services portfolio.
  • Maintain effective site access controls and immediately report security incidents.

Required Skills/Abilities:
  • Must be a U.S. citizen.
  • Must possess, or be eligible to obtain and maintain, the security clearance required for the position, up to and including Top Secret (TS) with Sensitive Compartmented Information (SCI) and Special Access Program (SAP) access.
  • Extensive knowledge of ICD 705 requirements and SCIF/SAPF construction and accreditation.
  • Extensive knowledge of physical security and TEMPEST requirements.
  • Experience developing and implementing Construction Security Plans.
  • Experience coordinating and implementing TSCM requirements.
  • Experience with Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Wireless Intrusion Detection Systems (WIDS), including design, installation, and operations.
  • Experience developing and delivering security training.
  • Experience with Anti-Terrorism/Force Protection (AT/FP) requirements.
  • Strong leadership, written communication, documentation, and coordination skills.

Education and Experience:
  • Minimum of fifteen (15) years of Physical Security/TEMPEST experience.
  • ICD 705 training required.
  • Site Security Manager (SSM) training required.
  • MILCON project management experience required.
  • TEMPEST training required.
  • Construction Security Plan authoring and implementation experience required.
  • SCIF/SAPF accreditation process experience required.
  • CDSE Security Professional Education Development (SPeD) certifications, including SFPC, PSC, and SAPPC, required.

Work Location:
  • Wright-Patterson Air Force Base, Ohio.
  • Position supports an active MILCON project and will require coordination with Government personnel, construction contractors, security personnel, and mission stakeholders.

Physical Requirements:
  • Ability to perform desk work for extended periods, including sitting and using a computer.
  • Ability to access and work within active construction environments as required.

Work Environment:
  • Work will be performed in both office and active construction environments.
