Responsibilities:
Manages and leads the quantitative and qualitative market research and analysis for PHP/PIC. Manages and leads the data-driven design and development of new products or modifications to existing products. Manages and implements complex, strategic, multi-departmental business projects. Some key responsibilities include:
  • Contract initiation, negotiation and maintenance.
  • Lead point-of-contact with external vendors.
  • Develops, generates, presents and maintains a variety of statistical reports and records for senior leadership and recommends areas of improvement.
  • Assesses and identifies new local and regional markets and facilitates the development of new product and service opportunities. Maintain in-depth knowledge of PHP/PIC s Commercial products in association to competitors and trends.
  • Works with management to assess evaluation needs and project objectives. Assists in the data-driven decision making process when faced with uncertainty.
  • Ability to correctly frame a business question then determine valid and reliable data elements needed for the best available answer.
  • Develops and oversees all aspects of assigned project plans to include but not limited to project objectives, work plan, scope management and measures to ensure success with established quality standards.
  • Accountable for all aspects of new and existing Commercial product process management including conducting feasibility assessments, efficient allocation of resources, collaborating resources and estimating budget costs.
  • Directs various business area teams through the definition, development and implementation of critical processes and systems solutions.
  • Interfaces with PHP, PMG and/or PDS-delegated entities to gather, analyze and interpret data from various sources and MIS systems in support of business objectives.

Preferred Qualifications:
  • Experience with health plan product implementation, operational readiness, benefit configuration, or launch management within Commercial, Medicare, Medicaid, or Exchange products preferred.
  • Experience coordinating cross-functional implementation efforts involving Product, Operations, Regulatory Operations, Information Technology, and Member Communications teams preferred.
  • Knowledge of health plan operations, benefit administration, enrollment, claims, and regulatory requirements preferred.
  • Experience managing project plans, implementation timelines, risk mitigation, and stakeholder communications in a healthcare or managed care environment preferred.

Qualifications:
  • Bachelors Degree in related field or a minimum of 6 years experience in application, development and/or implementation of benefit plans associated with HMO, ASO, PPO, and/or Government programs required in lieu of degree.
  • Plus three to five years health plan experience, portfolio or project management, or other directly related experience.
  • Project Management Institutes Project Management Professional certification preferred.
