Summary:

Reporting directly to the Senior Director of Laboratory Services and in coordination with the Medical Director, the Laboratory Quality and Phlebotomy Manager is responsible for the administrative leadership and operational oversight of the Phlebotomy team while supporting the development, implementation, and continuous improvement of Baystate Health Laboratories’ Quality Management System (QMS). Serving as the central resource for laboratory quality and operational standardization across the Baystate Health system, this role works closely with laboratory leadership and system administration to promote standardized processes, reporting practices, and quality monitoring. The manager provides oversight of both system-wide and site-specific quality metrics, serves as the subject matter expert in quality assurance, regulatory compliance, and risk management, and assists in identifying trends and developing strategies to improve performance and patient care.

The Laboratory Quality and Phlebotomy Manager collaborates with the laboratory leadership team to advance decision-support initiatives, coordinate Quality Management and Performance Improvement activities, and support organizational goals. The incumbent serves on hospital committees as assigned and drives process improvement through the application and teaching of Lean and Six Sigma methodologies. This position promotes quality outcomes, operational efficiency, workplace and patient safety, and staff development while ensuring compliance with all applicable regulatory and accreditation requirements, including those of CAP, AABB, The Joint Commission, CLIA, Massachusetts state regulations, and other governing agencies. The manager also participates in the administration of the departmental phlebotomy budget and serves as the lead coordinator for laboratory inspections, including on-site CAP, AABB, and Joint Commission surveys, as well as CAP-assigned inspections.

The Laboratory Quality and Phlebotomy Manager provides direct supervision to the Quality and Phlebotomy teams. This manager works collaboratively with laboratory managers throughout the health system to achieve organizational objectives and meet the needs of laboratory clients and patients. Responsibilities include developing departmental goals and objectives aligned with Baystate Health’s mission, vision, and strategic priorities; overseeing system laboratory quality assurance programs; coordinating new employee orientation; assisting with performance evaluations, payroll administration, and corrective action processes; and providing leadership in departmental decision-making through critical thinking and independent judgment. The incumbent is also responsible for the oversight, investigation, and response to laboratory Safety Reporting System (SRS) events and related safety initiatives.

Adheres to system and department compliance policies, and any and all applicable laws and regulations. Performs other duties as assigned.

Job Responsibilities:

1. 1) Responsible for the development and maintenance of the annual operating budget in all assigned areas, reviewing monthly and annual reports of income, expense, productivity, etc., and implementing necessary action to ensure budgetary compliance.
2. 2) The incumbent is responsible for the supervision and coordination of all staff regarding personnel issues, evaluation, position descriptions, scheduling, orientation, training and staff development. In addition, the position is responsible for criteria-based performance evaluations, wage changes, disciplinary action, hiring, terminations and similar actions.
3. 3) Assist in the development and maintains operational policies and procedures. Collaborate with BH Lab Leadership to maximize standardization and efficiency with policies and procedures.
4. 4) Develop and maintain a documented Quality Management program, based upon recommendations of Clinical Laboratory Standards Institute and other regulatory agencies such as CAP and The Joint Commission. This system will organize all policies and procedures and describe how all processes and activities support the BH mission via an active quality management/improvement program. Incorporate employee input and engagement as a key component of this process. As staffing allows, develop a Quality/Decision Support team to help guide business decisions.
5. 5) Maintains accreditation with JC, CAP AABB, CLIA, MA state, and other regulatory agency standards, laws, and regulations as appropriate
6. 6) Maintains collaborative relationships with other medical center departments to assure coordination and quality of care.
7. 7) Manage all aspects of testing operation: including technical oversight, and troubleshooting, and ensure adherence to quality control requirements. Ensure timely reporting of all results, appropriate reporting, and documentation of abnormal and Critical results.
8. 8) Develop and maintain an effective Quality Program in collaboration with the BH Department of Pathology Quality Program. Develop and maintain quality indicators and mechanisms for tracking and reporting. Participate in System-wide Quality Meetings as necessary.
9. 9) Ensure that JCAHO, CAP and Hospital Pl requirements are met. Coordinates the preparation of required reports to state and federal agencies.
10. 10) Coordinate activities of the Laboratory Quality Council, Anatomic Pathology Performance Improvement Team, System Quality Standardization Workgroup, BRL QA Committee, (and other ad hoc committees as needed). Develop meeting agendas, schedule and conduct meetings, document and report meeting minutes, support managers in creation of specified reports. Assist Pathologists, System laboratory Managers and others with study planning, data collection, analysis and reporting for required indicators, focus studies and other investigations. Develop and maintain required departmental QA dashboard reporting.
11. 11) Work with medical directors, managers and staff to develop standardized and timely occurrence management program for internal laboratory occurrences and SRS related incidents reported in RL or communicated by other means.

13. 13) Using the BH Lab QA meeting platform, plan educational activities and quarterly QA Audits to develop and support a group of facilitators to lead Pl projects across services within the system.
14. 14) Coordinate education and training activities for Medical Laboratory Scientist, Clinical Laboratory Technician, Clinical Laboratory Assistant and Phlebotomy programs. Collaborate with local academic institutions and external training programs, acting as a liaison.
15. 15) Leads departmental daily huddles and monthly team meetings for areas of responsibility.
16. 16) Coordinates on site CAP, AABB or other regulatory inspections. Coordinates and leads, with the Quality Medical Director, CAP assigned inspections.
17. 17) Practices the BH operating principles of Trust, Respect, Integrity, Collaboration and Communication.
18. 18) Performs other duties as assigned.
    

Required Education:

Bachelor of Science CLS (ASCP) or equivalent

Preferred Education:

Master of Science

Required Work Experience:

Must have 3+ years of management experience in a clinical laboratory

Skills and Competencies:

1) Excellent customer relations skills

2) Excellent computer skills: Word, Excel and laboratory computer systems, Safety reporting system Excellent knowledge of Laboratory Quality Management/Improvement concepts and documented experience in their application.

3) High level of management, collaborative and team building skills and experience required.

4) Experience in leading Lean process improvement projects and general experience in leading committees. Experience in directing the activities of others, and high-level ability to mentor and teach high level of analytical and problem-solving skills. Must have demonstrated knowledge of Laboratory science, Knowledge and experience in applying Quality Management/Performance Improvement/Lean-Six Sigma concepts.

5) Must have documented leadership, management, team building, teaching and mentoring skills.

Note: The compensation range(s) in the table below represent the base salaries for all positions at a given grade across the health system. Typically, a new hire can expect a starting salary somewhere in the lower part of the range. Actual salaries may vary by position and will be determined based on the candidate's relevant experience. No employee will be paid below the minimum of the range. Pay ranges are listed as hourly for non-exempt employees and based on assumed full time commitment for exempt employees.
