Recruitment/Human Resources Specialist Job Description

Job Summary

Recruitment/Human Resources Specialist will manage all human resource procedures and will oversee the hiring and workforce management to support the residential care program. This position handles the full cycle of human resources practices. The main responsibilities will include maintaining employee records, recruiting, managing employee relations, managing employee recognition program, and supporting operation with decision making on the staff employment status.


Essential Functions:

  1. Supervise and manage the full cycle of human resources practices, including maintaining and updating electronic and paper employee records, processing job status changes such as onboarding, offboarding, promotions, demotions, transfers, and handling I-9s and the E-Verify process to ensure compliance with all employment verification requirements.
  2. Identify the companyโ€™s hiring needs, manage recruitment and selection processes, review resumes, conduct pre-screening and interviews, review background check records, and make employment eligibility determinations based on screening information; checking references, conduct new hire presentations and pre-employment appointments; and provide orientation on company policies, procedures, employee handbooks, benefits, and distribute necessary equipment.
  3. Create, implement, and evaluate all human resource department policies, procedures, and structures; ensure communication of policy updates to staff; and assist management in interpreting and enforcing policies in accordance with best practices. Manage COVID-19 cases and reporting processes.
  4. Respond to employee inquiries, manage employee grievances, conduct investigations, and recommend decisions based on investigation findings; complete investigation reports and initiate corrective actions as necessary, while ensuring management performs and maintains records of performance evaluations.
  5. Assist management in developing individualized training and staff skill development plans, design and implement workforce training programs, manage employee recognition and appreciation programs, and conduct exit interviews, stay interviews, and employee satisfaction surveys to support engagement, retention, and professional growth.
  6. Ensure compliance with federal, state, and local employment laws, regulations, and best practices; maintain current knowledge of HR trends, regulatory changes, and new technologies; conduct periodic HR audits; review and submit reports; create documents and reports using Microsoft Suite, SharePoint, and OneDrive; keep senior management informed with accurate reports; and identify and implement improvements to enhance HR efficiency, productivity, and compliance.

Qualifications and Requirements


Education/Work Experience:

Level:

  1. Bachelor's Degree in Human Resources or related field.
  2. Minimum Two (2) year of previous practical consecutive experience in Human Resources role.
  3. Previous experience working with Federal government contracts is preferred.
  4. Previous experience working in human services fields or similar occupational areas is a plus.
  5. Proficiency in Microsoft Office suite.
  6. Proficiency in SharePoint and OneDrive.
  7. Must be able to work from two locations: 77021 and 77090
  8. Bilingual (English/Spanish) required.


Equivalent experience:

  1. Associate degree in Business Administration or related field.
  2. HR certifications (PHR, SPHR, SHRM-CP, SHRM-SCP)
  3. 3-5 years of experience in a Human Resources position.

Working Conditions/ Physical Effort

Work is performed mostly in an office setting. Some overnight travel; public speaking, evening and weekend work are requirements of the position. Regular computer work is also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or control; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
