Summary Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Personnel Recovery Instructor . The Personnel Recovery Instructor will serve as an instructor and subject matter expert on personnel recovery tactics, techniques and procedures, with responsibility for planning, organizing, and presenting and/or managing the presentation of one or more of these courses and for evaluating training effectiveness to ensure that objectives are met .
The position is based in Blackstone, VA at the U.S. Department of State Foreign Affairs Security Training Center (FASTC). Essential Functions * Assist in the planning, organization, and instruction of personnel recovery tactics, techniques, and procedures.
* Facilitate Operations-based Exercises in support of international security programs. * Facilitate Discussion-based Exercises to update and build plans and policies in support of international operations. * Review established training objectives , lesson plans, training materials, and instructional methods prior to the beginning of assigned courses * Plan, prepare, and organize course material for presentation to students in classroom instruction, practical exercises, as well as in field training exercises.
* Coordinate the administrative functions associated with student records, instructor management, and course execution. * Evaluate training organization and implementation in order to ensure objectives and standards are met. * Continually assess and ensure exams and exercises are effective in enabling students to meet or exceed course standards and objectives .
* Review and analyze trainee evaluations, feedback from other instructors, and personal observations; suggest the need for revision to course content and materials or instructional methods as necessary to improve the training curriculum effectiveness and quality. * Participate in curriculum revision and development. * Continually assess and ensure curriculum currency and relevance based on current operational environments and threat assessments.
* Evaluate the impact of planned or projected changes in DS programs and associated training requirements on the existing content, materials, and methods used for personnel recovery training. * Assist instructors in other security related subjects. * Research and review current open source information related to Diplomatic Security.
* Present personnel recovery briefings to a wide range or audiences. * Keep abreast of current techniques, methods, policies, and procedures for personnel recovery events. * Assist with the development and maintenance of policies and procedures for DS personnel recovery.
* Serve as a subject matter expert for all personnel recovery tactics, techniques, and procedures as well as reporting criteria and standard operating procedures (SOPs). * Conduct operations risk management. * Provide assistance in conducting practical exercises.
* Ensure training records are submitted in a timely manner. * Assist with Personnel Recovery Teams equipment inventory and maintenance. * Ensure optimum efficiency in the use of assigned resources.
* Articulate instructional tasks and provide guidance on how to perform them; assist with performance evaluations * Maintain requisite levels of proficiency in all duty-related techniques and procedures. * Employee requires infrequent supervision and is expected to work independently according to established policies and accepted practice. * May be requested and required to participate in Proposal Support functions due to expertise Supervisory Responsibility None required for this position Work Environment This job operates in a professional office environment.

Ability to work outdoors where conditions may be unpleasant or uncomfortable, irregular and unscheduled hours and with exposure to personal risks Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. * Ability to complete work requiring regular and recurring physical and mental exertion, long periods of standing, and irregular hours.
* Ability to work in unpleasant or adverse environmental conditions, such as extreme hot and cold. * Ability to lift and carry equipment and materials. * Ability to work effectively in an environment that consists of numerous personnel and use of pyrotechnics.
* Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly. While performing the duties of this job, the employee is regularly required to talk or hear .
The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Position Type/Expected Hours of Work This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m.
to 5:00 p.m . Evening and weekend hours required , as required by business need. Travel Travels as necessary to other U.S.
and foreign training sites, though it is not expected such travel will exceed 25% of total work time. Experience * Minimum five (5) years experience in managing and facilitating interagency Discussion and Operations Based Exercises * Minimum five (5) years instructor experience * Two (2) years of supervisory experience preferred * Minimum of five (5) years of relevant hard skills tactics experience Education * Must have a high school diploma ; Bachelor's or Associate's degree or equivalent experience preferred . * Completion of a recognized instructor development training course preferred.
Additional Eligibility Qualifications * Advanced knowledge of security concepts, principles, and practices to provide basic and advanced training in the application of personnel recovery methods * Advanced knowledge of security programs, operations, and techniques, including terrorism and anti-terrorism operations, use of force, civil liability, and appropriate techniques , tactics, and procedures * Advanced knowledge of current protective security methods to provide instruction that is consistent with currently accepted methods and practices * Familiarity with the functions, responsibilities, and duties of Foreign Service personnel preferred * Intermediate knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness * Ability to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe manner * Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities * Skill in oral and written communications to present training to a variety of audiences * Ability to complete work requiring regular and recurring physical and mental exertion, long periods of standing, and irregular hours * Ability to work effectively in an environment that consists of numerous personnel, use of non-lethal projectiles (firearms), air assets (helicopters), pyrotechnics, and fast moving vehicles Security Clearance Must be a US citizen and possess or be able to obtain/ maintain a TOP SECRET clearance.
