Summary Objective
Person County Government is seeking a dedicated and compassionate Program Manager for Person Industries to lead programs that support individuals with developmental and/or physical disabilities in achieving greater independence, meaningful employment, and community inclusion.
This position operates independently under limited supervision, with responsibility for managing day-to-day program activities and ensuring services are delivered effectively and in accordance with applicable standards, policies, and program objectives. The Program Manager reports major activities, accomplishments, challenges, and program needs through periodic meetings with leadership.

The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.
Must possess a valid driver's license and have an acceptable driving record per County policy.
This is an exempt position working 40 hours weekly/2080 hours annually.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Staffs program admissions and discharges from the program; assures development of unified annual service plans, consumer goals, and task analyses.
  • Monitors and ensures accurate service documentation and billing/reimbursement.
  • May supervise community contracts that employ PI consumers; develops jobs for employment of program participants, either contracted or individual job placements.
  • Provides direct services to consumers, especially at times of crisis, including aggression, agitation or other behaviors. Teaches coping skills and techniques.
  • Serves as a liaison for PI programs with families, vocational rehabilitations, DSS, mental health and other community agencies.
  • Assists program employees with referrals for personal needs other than vocational such as SSA benefits, Medicaid, social services, etc.
  • Coordinates transportation for consumers and staff coverage for Person Industries programs including Person County Recycling Center.
  • Develops and updates departmental policies and service definitions; training curriculums as needed; communicates changes to employees.
  • Performs related work as assigned.

Minimum Education and Experience Requirements
  • Bachelor's Degree in Human or Social Services or related discipline.
  • Two (2) years of experience working with adults with developmental disabilities or an equivalent combination of education, training and experience. Supervisory experience preferred.

Special Certifications and Licenses
  • Cardiovascular Pulmonary Recitation (CPR) certification, Crisis Prevention Intervention (CPI) certification, and Medication Certification.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.

Person County conducts pre-employment screening on candidates. Job offers are conditional pending the following:
  • A pre-employment drug screen for all candidates. Positions designated by Person County as Safety Sensitive are also subject to random drug and alcohol testing.
  • A background check for all candidates. Some positions also require a credit check.
  • Additional screening and testing required for some positions.
  • Within 3 days of the start of your employment with the County, you must be able to provide proof of your eligibility to work in the US.
