Position Description About the Office of Commissioner Rodney Ellis There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races. Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County

The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St.

Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents. Job Summary: The Fleet Mechanic performs skilled mechanical work in the inspection, maintenance, and repair of county vehicles and equipment, including light-duty, heavy-duty, emergency, and specialized units.

This role ensures that all fleet assets operate safely, efficiently, and in compliance with county policies and regulatory standards. Responsibilities include diagnosing mechanical and electrical issues, conducting preventive maintenance, completing repairs, maintaining accurate service records, and supporting day-to-day operational readiness. The Fleet Mechanic works closely with fleet management, equipment operators, and vendors to minimize downtime, improve asset performance, and extend the life cycle of county-owned vehicles.

Requirements Education and Experience: High School diploma or equivalent Seven (7) years of relevant experience Certificates/Licensures: Automotive trade school certificate or equivalent in experience Valid Texas State Commercial Driver's License Knowledge, Skills, and Abilities: Methods, techniques, and best practices for diagnosing, maintaining, and repairing gasoline, diesel, hybrid, and alternative-fuel vehicles. Performing complex repairs efficiently and with a high degree of workmanship. Reading and interpreting technical manuals, schematics, diagrams, service bulletins, and diagnostic codes.

Operating specialized equipment such as lifts, scanners, welders, and power tools. Prioritizing tasks, managing time effectively, and completing work with minimal supervision. Communicating clearly with supervisors, operators, and vendors regarding repair needs and equipment status.

Maintaining detailed and accurate service records within a fleet management database. Working safely in a shop environment and adhering to established safety protocols NOTE: Qualifying education, experience, knowledge and skills must be documented in your job application. Preferences Completion of a formal automotive or diesel technology training program from an accredited trade school, technical college, or community college is preferred. Knowledge of regulatory standards relevant to fleet operations (DOT, OSHA, state inspection requirements), preferred.

Additional coursework or certifications in automotive technology, diesel technology, heavy equipment repair, or related fields is highly desirable. General Information Work Environment and Physical Requirements: The work is performed in both indoor and outdoor environments, including maintenance shops, vehicle yards, and field locations. The position involves regular exposure to loud noises, fumes, chemicals, lubricants, moving mechanical parts, and varying weather conditions.

Work may be performed on uneven surfaces, around heavy equipment, and in areas requiring adherence to strict safety protocols. Personal protective equipment (PPE) is required and provided. The role requires frequent standing, walking, bending, kneeling, crawling, and working in awkward or confined positions.

The employee must be able to lift, carry, push, and pull tools, parts, and equipment weighing up to 50 pounds, with occasional lifting of heavier items using assistance or mechanical aids. The position requires climbing ladders, entering and exiting vehicles, and working underneath vehicles on lifts or creepers. Work may require responding to emergency repairs or field service calls, sometimes outside normal business hours.

Visual acuity is necessary to inspect parts, read gauges, and perform detailed mechanical tasks. Employment may be contingent on passing a drug screen and meeting other standards.
