General Description
The City of Rochester is seeking applicants for the position of Administrative Hearing Examiner for the Parking & Municipal Code Violations Bureau. The prospective Administrative Hearing Examiner will be appointed by the Director of Parking. This position will be paid on a per diem basis at $50 per hour. Initial expectations are for the Hearing Examiner to work, at least, one day per month from 9:30 a.m. to 1:00 p.m.; however the number of days and hours may vary.
Typical Work Activities
  • An Administrative Hearing Examiner conducts administrative in-person hearings on parking and municipal code violation citations, administrative hearings on appeals, adjudicates written declaration requests, conducts vehicle impound hearings, and other related work.
  • The Hearing Examiner, when conducting hearings, will make rulings based on fact and law and issue decisions on both parking and municipal cases. Moving violations (i.e. traffic violations) are not included.
  • The Hearing Examiner will be prohibited from appearing in any court on parking and municipal code violation matters in any capacity other than as an administrative hearing examiner for the Parking & Municipal Code Violations Bureau.

Minimum Qualifications
Minimum Qualifications:
Admitted to the practice of law in New York State and one year of paid experience that meets one of the following criteria:
  • Current or retired Judge or Justice;
  • Current or former administrative law attorney, referee, or administrative hearing officer with experience conducting or appearing in trials and/or hearings before courts, governmental agencies or municipalities in New York State;
  • Experience in interpreting and applying State and Federal regulations, City ordinances, and/or the City Charter;
  • Experience in conducting administrative hearings on appeals, interviewing respondents and witnesses, and preparing written decisions based upon findings;
  • Knowledge of Microsoft Office and database software is highly desired;
  • Bilingual preferred;
  • Monroe County residency required (City residency preferred);
