Role and Responsibilities
  • Client is seeking an experienced Senior Pension Administration System (PAS) Consultant to support the assessment, replacement planning, procurement, and implementation of a new Pension Administration System.
  • The consultant will evaluate the current PAS environment and business operations, identify workflow and system gaps, develop comprehensive business and technical requirements, establish procurement requirements for a replacement PAS, and support the County through the procurement, vendor selection, and implementation processes.
  • The consultant must operate independently and objectively and must not have affiliations or financial interests with pension administration system vendors that could create a conflict of interest.
  • Current-State Assessment
  • Conduct an information systems analysis of FCRS business operations.
  • Assess the existing Pension Administration System and its ability to support current operational and member-service needs.
  • Review existing staff workflows and system capabilities.
  • Identify gaps between business processes and current PAS functionality.
  • Business & Technical Requirements
  • Develop detailed business requirements supporting FCRS's future operations.
  • Develop detailed technical requirements for the replacement PAS.
  • Translate identified business-process gaps into future-state system requirements.
  • Develop comprehensive technical and operational requirements for procurement of the replacement PAS.
  • Support FCRS throughout the procurement process for the replacement PAS.
  • Assist with the selection of the new Pension Administration System.
  • Provide objective, unbiased consulting guidance throughout requirements development and procurement.
  • Support the County in achieving the objectives and deliverables established for the project phases.
  • Implementation Support
  • Assist FCRS with implementation of the selected replacement PAS.
  • Support transition from requirements and procurement activities into implementation.
  • Coordinate with appropriate County/FCRS stakeholders throughout implementation activities.
  • Optional Implementation Oversight / PM / QA
  • Subject to County approval, funding, and contractor performance, the consultant may be retained for an additional phase to provide:
  • Implementation oversight
  • Project management
  • Quality assurance
  • Oversight of the implementation of the new Pension Administration System
  • Experience with public-sector pension systems.
  • Experience with enterprise system or ERP replacements.
  • Experience with public retirement administration.
  • Experience performing business and technical requirements analysis.
  • Experience evaluating existing systems and business workflows.
  • Experience supporting system procurement and vendor selection.
  • Experience supporting enterprise system implementation.
  • Ability to provide recent, relevant experience with the subject matter of the contract.
