Business Development Manager – Pipeline & Facilities Construction

Position Summary

West Penn Energy Services is seeking a knowledgeable and motivated Business Development Manager to grow our presence in the Appalachian Basin pipeline and facility construction market. Based out of Shelocta, PA, this role will cover PA, OH, and WV.

The ideal candidate will have in-depth knowledge of pipeline and facility projects, a strong ability to identify the right opportunities (“the good ones”) that align with our workforce and equipment, and the judgment to avoid overcommitting or bidding beyond our capabilities. This individual will also assist with the bidding process, requiring technical understanding, the ability to read prints, and the confidence to attend bid meetings and ask insightful questions.

This is a high-impact role for someone who can combine technical knowledge, market awareness, and relationship-building to position West Penn Energy Services for sustainable growth.


Responsibilities

  • Identify and pursue pipeline, facility, and related construction projects that align with company capabilities
  • Build and maintain strong relationships with clients, engineers, and key decision-makers in the oil and gas industry
  • Evaluate opportunities to ensure they are a strategic fit, avoiding overextension of crews or equipment
  • Assist in the preparation of bids and proposals, including reading prints and understanding project specifications
  • Attend bid meetings, ask informed questions, and represent the company professionally
  • Track industry trends, competitor activity, and market conditions to guide business strategy
  • Collaborate with operations team to ensure proposals are accurate and achievable
  • Develop and execute a focused business development strategy for PA, OH, and WV
  • Maintain accurate records of contacts, opportunities, and market intelligence


Requirements

  • Minimum 3 years of business development or project management experience in pipeline and facility construction
  • Strong knowledge of pipeline, facility, and related infrastructure projects in the Appalachian Basin
  • Proven ability to evaluate project fit and identify opportunities that align with company strengths
  • Ability to read prints, understand project scopes, and contribute to bid preparation
  • Experience attending bid meetings and working directly with clients on technical and commercial discussions
  • Strong communication, negotiation, and presentation skills
  • Highly motivated, organized, and goal-oriented with strong attention to detail
  • Willingness to travel frequently across PA, OH, and WV (overnight stays as needed)
  • Valid driver’s license and clean background check required
  • Must be authorized to work in the United States
