Job description

SpecPro Sustainment and Environmental, LLC is looking for an Electrical Engineer to provide on-site professional support services to the Production Design Construction Division (PDC4) of the Production Design and Construction Directorate (PDC), Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), at Naval Air Station Jacksonville, FL.
Responsibilities Include:
  • Prepare detailed electrical engineering analysis, calculations, and designs for a wide range of projects, including power generation systems, unit substations, medium-voltage overhead and underground distribution, lighting systems and energy-saving controls, lightning protection and grounding systems, cathodic protection, photovoltaic and wind power systems, and communication, AV, and security systems.
  • Develop plans, specifications, and cost estimates using AutoCAD in support of in-house and A/E design-bid-build and design-build projects.
  • Conduct site visits and assessments prior to design to establish electrical system design requirements; conduct field evaluations and generate review comments on in-house design submittals for code compliance, and ensure comments are resolved and incorporated.
  • Assist with construction quality assurance by performing code-required special inspections and electrical observations; witness acceptance testing and provide troubleshooting recommendations as part of facility commissioning.
  • Research electrical systems, equipment, and techniques; analyze the applicability of innovative processes and implement them in projects and specifications.
  • Prepare correspondence, status reports, economic analyses, calculations, engineering studies, fact sheets, and technical reports.
  • Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure system coordination and integration with project requirements.
  • Provide independent, timely, and professional electrical engineering support for the planning, design, construction, and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization, and facilities development.

Required Qualifications:
  • Bachelor's degree from an ABET-accredited Electrical Engineering or Engineering Technology program.
  • Minimum of five (5) continuous years of experience in the design and engineering of electrical systems for facilities, including at least one (1) year working on Capital Improvement projects for a Federal Agency.
  • Minimum of five (5) years of professional, code-compliant electrical facilities design experience for new construction, including renovation design.
  • Experience operating electrical design software (e.g., SKM, AGi32).
  • Working knowledge of NFPA 70 (National Electrical Code), IEEE C2 (National Electrical Safety Code), and the International Building Code, as well as DoD and Navy guide specifications, criteria, and policy.
  • Proficiency with AutoCAD and/or Revit, Microsoft Office products, and electrical engineering design and analysis software.
  • Ability to produce results of analysis in writing, consolidate findings of others, evaluate recommendations and facts, and make oral presentations of proposed designs and study results.

Desired Qualifications:
  • Registration as a Professional Engineer (PE) in Electrical Engineering.
  • Knowledge of local, state, federal, and foreign country laws, codes, and statutory requirements affecting electrical design throughout the NAVFAC Southeast area of responsibility (AOR).
  • Knowledge of related architectural and engineering disciplines and their impacts on electrical design.
  • Knowledge of budgeting, planning, and project management techniques, including the ability to coordinate the work of others and lead teams.

Work Environment
  • Full-time, on-site position at Naval Air Station Jacksonville, FL. Standard 40-hour workweek, Monday through Friday; alternative schedules may be considered.
  • Site visits to active construction areas are required. Government-provided PPE (safety vest, hard hat, eye and hearing protection) will be used; safety-toed boots meeting ASTM F2413 are the responsibility of the employee.

Eligibility Requirements
  • U.S. citizenship is required.
  • Must be able to obtain and maintain a Department of Defense Common Access Card (CAC) and favorably complete a Tier 3 background investigation for base and IT system access.
  • Valid state motor vehicle operator's license is required; a company vehicle is provided for performance of on-site duties.
