General Summary:

Provide subject matter expertise and guidance across all areas of Payroll Tax such as labor and employment tax regulations, Federal, State, and Local tax legislations, reciprocity rules, multi-state taxation, garnishment compliance, tax treatment for various type of earnings and deductions, and process adjustments for W2s and W2c’s. Ensure timely handling and remittance of payments for garnishment orders and tax withholdings. Research employee wages and deduction history to ensure tax compliance while processing applicable year-to-date adjustments. Act as liaison between the company and employees, agencies. courts, taxing jurisdictions, and third-party providers as necessary to maintain compliance. Presents fact-finding analysis using appropriate tools building audit reports, maintaining database information, responding to information requests, SOX requirements, and software applications. Recommends improvements in systems, policies, and procedures to management. Creates and formats analytical reports and prepares correspondence to internal and external departments using Microsoft Office tools.

Duties & Responsibilities:

  • Analyze, audit, and process multi-state payroll tax information, adjustments, and garnishment orders to maintain system and regulatory compliance while ensuring garnishment answer letters, interrogatories, and withholdings are reported and remitted to federal, state, and local agencies and courts as required by law.
  • Utilize payroll system, tax engine, and third-party software to build, review and audit exception reports to ensure company compliance.
  • Weekly administration of payroll tax and garnishment deductions for multiple legal entities including distributions of tax and garnishment withholdings according to tax jurisdiction and court decrees.
  • Analyze financial data to resolve discrepancies.
  • Perform and build compliance and year-end reporting relative to payroll tax and garnishment withholdings, tax notices, daily and weekly balancing, W2 processing, and W2C corrections in a timely manner.
  • Export, process and resolve weekly audits and reports to eliminate processing errors.
  • Provide information to satisfy manual data requests and tax filings as needed to meet agency and company requirements.
  • Inspect payroll system structure including input for new tax jurisdiction requirements, ensuring tax rate compliance, and administration of garnishment orders including timely correspondence to employees, courts, and agencies.
  • Maintain appropriate supporting backup for system and employees’ updates and adjustments in company systems.
  • Report lump-sum payments and interact with agencies to determine amounts to be withheld for company bonus programs by employee on a weekly, quarterly, and annual basis.
  • Adhere to state guidelines for remitting and releasing court ordered payments. Design, document, and review payroll tax and garnishment processing procedures including answer letters and interrogatory responses.
  • Support garnishment and tax data entry points in payroll system through maintenance, including data entry, and maintenance of start and stop dates for withholdings according to information contained in garnishment orders and Federal, State and Local regulatory tax updates and compliance deadlines.
  • Utilize project management concepts to research, audit, and assist management in driving vision and strategic objectives.

  • Work on special projects as assigned.

Knowledge, Skills and Abilities (KSAs):

  • Proficient in payroll tax calculations, filing and reporting requirements and overall tax compliance for Federal, State, and Local entities.
  • In-depth knowledge of garnishment processing rules and regulations, with the ability to manually calculate garnishments.
  • Ability to manually recalculate and audit payroll processing and calculations regarding all aspects of payroll, including pre-tax and after-tax withholding and wage accumulation calculation.
  • Proven ability to handle high-volume payroll processing for large companies.
  • Strong organizational skills, with a history of meeting deadlines in fast-paced environments.
  • Excellent written and verbal communication skills. · Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiar with payroll software and HRIS systems.
