Job description

Copperhead Technologies is seeking a part-time Program Manager to provide contract management, schedule, and delivery for the Veterans Affairs (VA) Data Collection Tool (DCT) program. This role is responsible for developing and maintaining the Contractor Project Management Plan (CPMP), producing recurring progress reports, managing program risk, and serving as the primary point of coordination with the VA Program Manager (PM), Contracting Officer's Representative (COR), and other government stakeholders. This position supports an active VA program requiring consistent, on-schedule delivery of program management artifacts and reports, along with proactive risk and issue management to maintain a strong customer relationship throughout the period of performance.
Responsibilities may include, but are not limited to:
  • Develop and deliver the Contractor Project Management Plan (CPMP), presenting the contractor's approach, timeline, and tools for executing the contract in both narrative and graphic formats that display the schedule, milestones, risks, and resource support.
  • Produce Monthly Progress Reports for the COR in Microsoft Word and Project formats, providing detailed instructions and explanations for each required data element to ensure accuracy and consistency, with data reflecting the status as of the last day of the preceding month.
  • Maintain an itemized list of all Information and Communication Technology (ICT) deliverables and their current Section 508 conformance status within each Monthly Progress Report, monitor team performance against the CPMP, report any deviations, and maintain ongoing, transparent communication with VA to surface emerging issues early and prevent escalation.
  • Manage overall program risk, tracking identified risks and mitigation plans within the CPMP and proactively communicating risk status to VA stakeholders to maintain alignment on priorities, schedule, and performance expectations.

This position is contingent on contract award.
Expected hourly rate: $65 - $70
Work Environment:
  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

Physical Demands:
  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.
  • Must be able to occasionally lift and/or move up to 50 pounds.

Travel:
  • 0-10% / Minimal travel expected: off-sites, meetings, training, a conference, etc.

Basic Qualifications
  • Bachelor's degree.
  • Minimum of 8 years of program or project management experience, including managing federal government contracts.
  • Demonstrated experience developing and maintaining a Contractor Project Management Plan (CPMP) or equivalent, including schedule, milestone, risk, and resource planning in both narrative and graphic formats.
  • Experience producing recurring progress reports for government customers, including tracking deliverable status and problem resolution.
  • Strong working knowledge of risk management practices, including identifying, tracking, and mitigating program risks.
  • Excellent written and verbal communication skills, with demonstrated ability to maintain transparent, proactive coordination with government customers.
  • Proficiency with Microsoft Word and Microsoft Project for reporting and schedule management.
  • Experience monitoring team performance against a project plan and reporting deviations.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Ability to pass a Tier 1 federal background investigation including fingerprinting.

Preferred Qualifications
  • Master's Degree.
  • Previous experience supporting the Veterans Affairs office.
  • PMP certification or equivalent project management credential.
  • Familiarity with VA's Enterprise Cloud environment and associated ATO requirements.
  • Familiarity with Adobe forms-based data collection systems.
  • Familiarity with Section 508 conformance requirements for Information and Communication Technology (ICT) deliverables.
  • Familiarity with federal health data privacy and security frameworks (e.g., HIPAA, FISMA, NIST 800-53).
  • Experience managing IDIQ, task order, or similarly structured federal contracts.
  • Familiarity with API architecture and integration patterns for COTS software platforms.
