Right of Way GIS Senior Analyst
Join the Utah Department of Transportation (UDOT) as a Senior GIS Analyst and help 'Keep Utah Moving'! You will be a key player in our Right-of-Way Division, innovating transportation solutions that strengthen Utah's economy and enhance quality of life. We are looking for a visionary to build a comprehensive GIS tool suite, from conceptualizing business plans to deploying high-impact geospatial layers, such as surplus property and water rights, for agency-wide situational awareness. You will lead our efforts to capture new assets in real-time while preserving our historic records, all while providing the training resources that ensure agency-wide success.

Principal Duties
As a Right of Way Senior GIS Analyst, you will:
  • Develop and maintain a statewide inventory and mapping process for UDOT-owned properties, including right-of-way limits and specific parcel attributes.
  • Create GIS polygons and georeferenced database entries from legal descriptions, ensuring data accuracy through rigorous quality control.
  • Examine property records (deeds, easements, plats, and title abstracts) to verify ownership, identify encumbrances, and resolve title defects or conflicting land records.
  • Research public and private records at County Recorder Offices and other repositories to manage property lines, water rights, and historical ownership data.
  • Apply Right of Way design principles and prepare technical reports outlining title-related findings and recommendations.

Minimum Qualifications
  • A Bachelor's degree, or higher, in GIS, Geography, Computer Science, Or, an equivalent combination of education and experience totaling at least four (4) years.
  • A valid driver's license

Preferences
  • Experience working with water rights.
  • County property abstract research experience.
  • GIS-related credentialing and knowledge.

Knowledge, Skills, & Abilities
Here are some of the knowledge, skills and abilities that are typically associated with the job, though not all-inclusive:
  • Technical Proficiency: Ability to use ArcGIS Pro (version 2.8.6+) to support property inventory needs, edit features in versioned geodatabases using SQL queries, and work with relational tables from Oracle databases.
  • Professional Skills: Ability to problem-solve sustainable program solutions, formulate professional communication strategies, document workflows/metadata, and analyze data to make recommendations to appropriate parties.
  • Teamwork & Operations: Ability to coordinate details in fast-paced environments, support leadership in stakeholder communication, and work collaboratively in a team while following clear verbal or written directions.
