PURPOSE OF CONSULTANCY
Caribbean islands and territories, including Trinidad and Tobago, are increasingly vulnerable to the adverse effects of climate change, with impacts on health, livelihoods, and health systems. Climate-sensitive hazards such as extreme heat, flooding, vector-borne diseases, and food and water insecurity continue to pose significant risks.
In 2025, Trinidad and Tobago completed a Health Vulnerability and Adaptation (V&A) Assessment, which identified key risks, vulnerable populations, and health system gaps. The development of a Health National Adaptation Plan (HNAP) is the next step in translating these findings into actionable strategies. The HNAP will:
โ€ข Prioritize and cost adaptation actions
โ€ข Strengthen climate resilience of the health system
โ€ข Support integration of health into national climate policies (NAP, NDCs)
โ€ข Provide a framework for coordination, implementation, and monitoring
โ€ข Ensure equity and protection of vulnerable populations
DESCRIPTION OF DUTIES:
Terms of Reference
Consultant - Development of the Health National Adaptation Plan (HNAP) for Trinidad and Tobago
NPC (Band C)

Timeframe: 10 August 2026 - 8 February 2027 (50% FTE)
Location: Port of Spain, Trinidad and Tobago / Off-site
Objectives of the Office/Department
PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub-regional, regional, and global health agendas.
The PAHO/WHO Trinidad and Tobago Country Office (PAHO/WHO TTO CO), covering Trinidad and Tobago, Aruba, Curacao, Sint Maarten, Bonaire, St. Eustatius and Saba, is the basic organizational unit for technical cooperation with the countries, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

Scope of Work & Methodology
Under the supervision of the PAHO/WHO Representative and the Technical Officer, Health Promotion, Life Course and Determinants, and in collaboration with the Ministry of Health, the consultant will:
  • Conduct a SWOT analysis and preliminary assessment of available data, gaps, and needs
  • Develop and implement a communication plan
  • Conduct sensitivity analyses on climate-health relationships
  • Undertake health impact assessments (qualitative and/or quantitative)
  • Identify and prioritize adaptation actions, including equity considerations
  • Assess health risks of adaptation and mitigation policies in other sectors
  • Develop implementation strategy for the HNAP
  • Promote coordination with the National Adaptation Plan (NAP)
  • Estimate resources required and develop a resource mobilization strategy
  • Develop monitoring and evaluation framework
  • Prepare and finalize the comprehensive HNAP document

Qualifications
Essential:
  • Advanced degree in public health, environmental health, climate change, or related field

Desirable:
  • Specialized training in climate change and health, health systems, or policy development

Reporting Relationship:
The consultant will report to the PAHO Technical Officer, Health Promotion, Life Course and Determinants. The consultant will submit invoices and activity reports for approval by the PAHO/WHO Representative, according to the schedule indicated below.
Remuneration:
The consultant will be remunerated at the Band C level of the salary scale for the PAHO Consultants (NPCs) prorated for 50% FTE.
Deliverables and Payment Schedule:
Payment Schedule
1. Inception report (methodology, workplan, communication plan); due: 17 August 2026; fee: TTD19,070.00
2. V&A review and gap analysis report; due: 16 September 2026; fee: TTD 31,800.00
3. Technical reports and draft HNAP components (adaptation priorities, implementation strategy, communication outputs); due: 15 December 2026; fee: TTD 44,530.00
4. Final HNAP package (final report, M&E plan, resource mobilization strategy, coordination strategy); due: 8 February 2027; fee: TTD 31,800.00
The total value of the contract is TTD 127,200.00
Deliverables to be encompassed in Inception Workplan:
Deliverable 1: Inception Report (Methodology, Workplan, Communication Plan)
The consultant will develop and submit an inception package that includes:
  • Detailed methodology and workplan, including:

o Overall approach to HNAP development aligned with the WHO Operational Framework
o Phased timeline with milestones and deliverables
o Description of analytical methods (SWOT analysis, sensitivity analysis, health impact assessment)
  • SWOT analysis framework, including:

o Approach to assess strengths, weaknesses, opportunities, and threats
o Identification of available data, tools, and gaps requiring further analysis
  • Communication plan, including:

o Strategy for dissemination of findings to the public and relevant sectors
o Stakeholder engagement plan for consultations and validation
o Approaches for cross-sectoral communication
  • Data collection and analysis plan, including:

o Tools/templates for data gathering
o Identification of data sources and datasets to be used
Deliverable 2: V&A Review and Gap Analysis Report
The consultant will undertake a detailed review and analytical assessment, including:
  • Review of key documents, including:

o 2025 Health Vulnerability and Adaptation (V&A) Assessment
o National Adaptation Plan (NAP), Nationally Determined Contributions (NDCs), and relevant national health and development policies
  • Gap analysis report, identifying:

o Policy and institutional gaps
o Capacity gaps within the health system and related sectors
o Priority areas requiring further development
  • Sensitivity analysis, including:

o Assessment of relationships between health outcomes and climate/weather variables
o Evaluation of health system and cross-sectoral capacity to manage risks of climate-sensitive outcomes
Deliverable 3: Technical Reports and Draft HNAP Components
The consultant will produce a set of technical outputs that form the core of the HNAP, including:
  • Adaptation priorities report, including:

o Identification and prioritization of adaptation policies and programmes
o Focus on current and projected risks in the near term
o Integration of gender, equity, and vulnerable population considerations
  • Health impact assessment report, including:

o Analysis of projected future health impacts of climate change
o Use of qualitative and/or quantitative assessment approaches
  • Cross-sectoral risk assessment report, including:

o Identification of actions to reduce health risks associated with adaptation and mitigation measures in other sectors
  • Communication implementation report, including:

o Documentation of dissemination activities conducted
o Evidence of stakeholder engagement and outreach
  • HNAP implementation strategy, including:

o Strategy for operationalizing the HNAP
o Integration into national planning instruments (e.g., NDCs, sectoral plans)
Deliverable 4: Final HNAP Package
The consultant will finalize and submit a comprehensive HNAP package, including:
  • Coordination and alignment report, including:

o Actions taken to promote coordination and synergy with the National Adaptation Plan (NAP) process
o Engagement with key sectors influencing health outcomes
  • Resource estimation and mobilization strategy, including:

o Estimation of financial, human, and institutional resources required
o Identification of funding opportunities and partners
  • Monitoring and evaluation (M&E) plan, including:

o Indicators and framework to assess progress and effectiveness
o Mechanisms for periodic review and updating
  • Final HNAP document, including:

o Consolidated and comprehensive plan
o Integration of all analyses, strategies, and recommendations
o Ready for submission to national authorities
Experience:
Essential:
โ€ข At least 7 years of relevant professional experience
โ€ข Experience in climate change and health, policy analysis, or health systems
โ€ข Experience in data analysis, impact assessment, or similar studies
Desirable:
