Overview
AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Program Mission Support, Engineering & Analysis, and Training.
The Data Architect will provide enterprise-level data architecture, governance, andย integration support to the Naval Criminal Investigative Service (NCIS) Digital Businessย Directorate (DBD). This role is critical to enabling NCIS's law enforcement,ย counterterrorism, and counterintelligence missions by designing, implementing, andย maintaining secure, scalable, and interoperable data architectures across classified andย unclassified environments.ย
The Data Architect will support NCIS's transition from onpremises systems to aย Department of the Navy-approved virtual private cloud environment hosted on Flank Speed Microsoft Azure, while ensuring compliance with Department of Defense (DoD).
Responsibilities
As a Data Architect with AMERICAN SYSTEMS, you will have the opportunity to do the following:
- Design, implement, andย maintainย enterprise data architecturesย that support NCISย investigative, intelligence, and operational missions.ย
- Develop and manageย conceptual, logical, and physical data modelsย to supportย structured, semi-structured, and unstructured data.ย
- Establish and enforceย data standards, naming conventions, and interoperabilityย frameworks, includingย NIEM Open.ย
- Architectย cloud-native and hybrid data solutionsย supporting onpremisesย and DONย virtual private cloud environments.ย
- Implement andย maintainย data governance frameworks, includingย data stewardship,ย metadata management, and data quality controls.ย
- Ensure compliance withย CJIS, NIST, FISMA, FedRAMP, Privacy Act, CUI, andย DoD/DON data policies.ย
- Design secure data access controls usingย least privilege principles, encryption,ย masking, and data loss prevention mechanisms.ย
- Supportย data integration strategies, including data lakes, data warehouses,ย federation, and real-time data exchange solutions.ย
- Maintain anย enterprise data catalogย to improve data discoverability, transparency,ย
- Collaborate with data engineering and analytics teams to ensure architecturesย supportย machine learning, analytics, and reporting.ย
- Optimizeย data platform performance through indexing, partitioning, queryย optimization, and scalable cloud architectures.ย
- Develop andย maintainย architecture artifacts, diagrams, and technicalย documentation.ย
- Support enterprise architecture initiatives and provide technical recommendations toย government leadership.ย Department of the Navy (DON), Intelligence Community (IC), and Department of Justiceย (DoJ) data standards and security requirements.ย
- This positionย operatesย within secure facilities, including Sensitive Compartmentedย
- Information Facilities (SCIFs), and requires close collaboration with governmentย stakeholders, data engineers, data scientists, cybersecurity personnel,ย and enterpriseย architects.ย
Qualifications
- Active Top Secret (TS) clearance Eligible for Sensitive Compartmented Information (SCI) accessย
- Ability to obtain SCI adjudication within six (6) monthsย
Experienceย
- Minimumย 10 yearsย of experience inย data architecture, data management, orย enterprise data engineeringย
- Proven experience designingย enterprise-scale data architecturesย in regulated orย classified environmentsย
- Experience supportingย law enforcement, intelligence, or DoD organizationsย isย highly preferredย
- Hands-on experience withย hybrid cloud and cloud-native architectures,ย multiple operatingย systemsย and containerization techniques,ย preferablyย inย Microsoft Azureย
- Experience integrating data across multiple systems, agencies, and security domainsย Technical Skillsย
- Data modeling (conceptual, logical, physical)ย
- Enterprise data architecture frameworksย
- Data lakes, data warehouses, and hybrid data platformsย
- Metadata management and data catalog solutionsย
- Data integration and federation strategiesย
- SQL and NoSQL database technologiesย
- Performance optimization techniques
- Data security, encryption, masking, and access controls
- Familiarity withย NIEM, CJIS, NIST, and DoW data standards
Preferred Qualifications
- Experience with AWS and Microsoft Azure data services
- Familiarity with DoW and DON data strategies
- Experience supporting machine learning and analytics platforms
- Knowledge of Zero Trust data access principles
- Experience developing data governance policies and enterprise data standards
- Strong documentation, briefing, and stakeholder communication skills
Pay Transparency StatementAMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $133,000.00/Yr. - USD $222,100.00/Yr. Actual compensation will be determined based on several factors permitted by law.
