EGS is recruiting an Instructional Systems Specialist for an anticipated federal contract involving interactive, self-paced, web-based training and digital learning products.
This position is contingent upon contract award.
About the Role
The Instructional Systems Specialist will lead instructional design, analysis, course development, storyboard creation, learning objective development, and quality review for web-based training products. The ideal candidate has strong experience using the ADDIE model, developing accessible eLearning content, working with subject matter experts, and producing professional instructional materials for adult learners.
Key Responsibilities
- Conduct instructional analysis, including learner needs, performance gaps, content requirements, and recommended instructional approaches.
- Translate analysis findings into measurable terminal and enabling learning objectives.
- Develop design concept documents outlining course structure, instructional strategies, media recommendations, and learner engagement approaches.
- Develop course storyboards, microlearning storyboards, screen layouts, interaction descriptions, scripts, and navigation instructions.
- Support development of responsive web-based training products using modern eLearning and multimedia design principles.
- Design learner interactions aligned to course objectives and adult learning principles.
- Ensure instructional content is clear, plain-language, accessible, and appropriate for the intended audience.
- Coordinate with subject matter experts, multimedia developers, accessibility reviewers, and project leadership.
- Maintain organized media libraries, source files, content inventories, and course documentation.
- Participate in recurring client and production meetings as part of the project delivery team.
- Support course updates, maintenance, revisions, and incorporation of end-user feedback.
- Work with accessibility personnel to identify and resolve Section 508 or WCAG-related issues before final delivery.
Required Qualifications
- Bachelor’s degree.
- Ten or more years of instructional design, training development, or eLearning development experience.
- Experience developing web-based training using ADDIE or similar instructional design methodology.
- Familiarity with HTML5-based design, responsive web-based learning, and accessibility requirements.
- ATD CPTD, ATD Master Instructional Designer, or equivalent professional certification.
- Ability to pass a federal background investigation if required.
- U.S. work authorization required.
Preferred Qualifications
- Experience supporting federal, healthcare, military, veteran-serving, or public-sector learning programs.
- Hands-on experience with Articulate 360, Adobe Captivate, Camtasia, or comparable eLearning tools.
- Learning Management System experience.
- Experience writing for broad public audiences using plain-language standards.
- Familiarity with Section 508, WCAG, accessible documents, captions, transcripts, and multimedia accessibility.
