Job description

Senior Environmental Analyst - Air and Noise Specialist Blackwater is seeking a senior-level analyst to conduct air quality and noise analyses. The position is part-time with the potential for full-time in the future; remote workers are welcome to apply. The ideal candidate has experience conducting air quality and noise analyses for transportation projects and is willing to apply that experience to non-transportation projects.

Salary/hourly rate is negotiable based on experience. Familiarity with SoundPlan and/or CadnaA is a plus! Duties Conduct project-level air quality analyses for various pollutants, (including particulate matter (PM2.5), carbon monoxide (CO) and MSATs) for transportation projects.

Conduct quantitative GHG analyses using appropriate modeling methodology. Perform highway traffic noise analyses, including occasional field work to collect sound level data. Perform data collection from MicroStation roadway design files or ArcGIS for incorporation into the FHWA Traffic Noise Model (TNM) v2.5.

Analyze raw data and compile into applicable Microsoft Office templates. Required Education, Skills, and Experience Bachelor's degree in environmental planning, environmental science, landscape architecture, or a related environmental or engineering field.

Master's degree in environmental planning, environmental science, or a related field (degree can be substituted for having 10+ years of practical experience). 10+ years of practical experience in the analysis of Acoustic and/or Air Quality Impacts for transportation projects. Strong understanding of computer-aided design software (ArcGIS, MicroStation, AutoCAD, etc.).

Experience with the Motor Vehicle Emission Simulator (MOVES) and CAL3QHC. Proficiency with FHWA's Traffic Noise Model (TNM)/TNM 2.5 Training Certificate. Familiarity with SoundPlan and/or CadnaA.

Strong knowledge of FHWA guidance on highway and noise impacts and abatement. Proficiency with travel demand forecasting and interpretation of traffic data. Strong understanding of the National Environmental Policy Act (NEPA) and the Clean Air Act.

Extensive experience preparing sections of NEPA documents related to air and noise. Extensive independent research, data collection, and impact analysis experience. Demonstrated proficiency with technical writing, as well as reviewing and proofreading materials for content, grammar, and style.

Ability to work independently and problem-solve. Excellent oral and written communication skills. Excellent time management skills and ability to balance priorities.

Ability to make critical decisions with limited guidance while ensuring visibility into those decisions.
