Job description

Opportunity at a Glance
The Village of Orland Park Public Works Department seeks Part-Time Quality Assurance Technicians to play a pivotal role in ensuring that quality standards are met and exceeded for contract work throughout the Village. In addition, the position would supplement code enforcement staff with inspections of commercial and residential properties during slow work periods. This position would work in the field and requires a meticulous eye for detail, a robust understanding of village codes, standards and contracts. The primary focus will be utility vendors installing work in the Village that includes ComEd, Nicor, Fuel lines, Comcast/Xfinity, AT&T, Astound, and other future telecommunication vendors such as Ezee Fiber, Clearwave, and Pavlov Media.
Key Responsibilities
This position requires regular and consistent attendance. During winter months, less time may be allocated due to decreased work occurring in the Village. This role is responsible for inspecting and reporting on work performed by assigned contractors in the field including mechanical equipment preventive maintenance, athletic equipment/floor maintenance, backflow testing, carbon monoxide testing, climbing wall inspection, custodial services, elevator testing and inspection, facility safety inspections, fire system testing, first aid station services, hoist/crane inspections, window washing, security alarm services, fuel tank testing, generator testing and inspection, fertilization and weed control, holiday lighting services, landscaping maintenance, native landscape maintenance, parking lot snow services, cul-de-sac snow services, trash collection services and mowing. Investigating complaints from residents relating to service, damage, property loss and other matters involving the contract. The technician will have the authority to approve, disapprove, observe, and report matters pertaining to the work carried out on the contracts. The inspections can be continuous or random for ongoing contracts. Additional duties include maintenance of daily inspection reports that are detailed, comprehensive, organized, and accessible and timely documentation of all inspections is necessary. Inspection records must identify all compliant and non-compliant work. Attendance at progress meetings, identifying issues to improve, and establishing final inspections with contractors are key for this position. The Quality Assurance Technician will complete sample surveys of customer satisfaction with residents and provide results.
Qualifications, Knowledge, Skills
High School diploma or GED certificate, or any combination of education, experience, and training that provides the requisite knowledge, skills, and abilities listed above. Must have a valid Illinois Driver’s License (Non-CDL). Well-qualified candidates will have knowledge of quality control processes, inspection procedures, familiarity with project management principles and methodologies; problem solving and critical thinking skills, excellent documentation and report-writing skills; time management and organizational skills, strong communication skills and professional conflict resolution abilities for interacting with contractors, residents and Village staff. Must be able to conduct site inspections, compile and summarize information and prepare special reports. Candidate should have strong attention to detail and be able to identify defects or non-compliance issues.
Physical/Environmental Conditions: This position is required to work both inside and outside depending on the assignment. Employees in this position may be exposed to inclement weather, heat, cold, rain, snow, etc. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential job functions. While performing the duties of this job, the employee will be required to frequently drive, walk, perform overhead work, bend stoop, and kneel. The employee must be able to lift, carry, push and pull up to 40 pounds.

Hourly pay rate is $24.88 - $32.02, depending on experience and qualifications.
