Job Summary:
Located in the Houston Office or Chandler, AZ Office, this role provides project supplier quality specialist support on a project including capability surveys, audits and area or shop quality surveillance in accordance with Bechtel Supplier Quality & Expediting Inc. (BSQE) and Project Procedures.
Receives operational direction and guidance for Supplier Quality activities from Project Supplier Quality Supervisor (PSQS). Receives functional guidance from the BSQE Corporate Operations Manager.
Provide project-related direction and guidance to Area Supplier Quality Specialists.
Corresponds administratively with Project Supplier Delivery Manager, Project Supplier Quality Supervisor (PSQS), Project Procurement Manager, Functional Manager, the Global Business Unit, BSQE, project Supplier Quality team, Project Engineering, Procurement, Quality Assurance and Construction personnel, and Area Supplier Quality Specialists.
Maintains contact with suppliers to monitor the supplier quality on projects post award.
Occasional contact with Customers at the operational level during external audits, project bid clarification meetings, and meetings to discuss supplier quality topics.
Major Responsibilities:
  • Coordinate Supplier Quality services with other project functions.
  • Reviews material requisitions including technical specifications with respect to quality requirements and participates with Engineering in determining the levels of surveillance required and establishing witness and hold points.
  • Assists in the development of the final bid list and the selection of a recommended bidder.
  • Assists with the establishment of Quality Surveillance levels required for each purchase.
  • Support Engineering in the development of Quality Surveillance Plans
  • Participates in pre-award and post-award meetings/conferences with suppliers to review Area Supplier Quality's right of access, release for shipment authority, and notification on witness and hold points during quality surveillance activities.
  • Prepares quality surveillance and capability survey assignments for execution by the assigned Area Supplier Quality Specialists
  • Investigate quality issues reported to the Supplier Quality Manager on equipment/materials where quality surveillance has been performed. Available documents such as UOS&Ds, Field Change Notices, back charge notices, NCR & Deviation Report registers, etc. should be utilized during the investigation process.
  • Review, edit, accept and distribute reports in accordance with this Manual and Project Procedures. Ensure survey and audit reports are approved and then stored per project procedure.
  • Regularly check anomaly code information and assignment information which has been siphoned from Quality Surveillance Reports into SAM is accurate and make any necessary corrections. Work with SQRs to drive corrective actions when trends in NCRs rise.
  • Provide project directions to Supplier Quality Representatives (SQR) that carry assignments for Project.
  • Participate in bidder pre-award and post-award activities and utilize surveillance dashboard reports in bidder pre-award and post-award meetings. Consult with SQR's to discuss known issues with suppliers during initial visits.
  • Coordinate review, obtain and resolve Project Quality Assurance and Engineering comments on quality surveillance plans when required by Project Procedures, support the Responsible Engineers with documentation reviews.
  • Monitor and report quality metrics established by the functional Project Supplier Quality Supervisor and Project Procurement Manager(PPM).
  • Notify the PSQS, PPM and responsible project personnel of any significant problems and initiate timely follow-up.
  • Provide supplier submittal document registers to SQR's when requested or on a managed regular basis.
  • Coordinate review of Quarterly Supplier Status Reports for lessons learned on Suppliers.

Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
  • Experience with major commodities typically procured for Semiconductor, Datacenter, Battery Manufacturing or Life Science projects; recognized codes and standards (ie FDA/cGPM); and manufacturing methods.
  • In-shop quality surveillance or related work experience.
  • Experience in performing project Supplier Quality functions having some degree of complexity, e.g., preparation of detailed inspection plans for use on complete or uniquely designed systems; preparation of full scope man-hour and budget estimates for proposed intermediate-sized projects; review of complex technical specifications; or the establishment of project corrective action(s) to resolve nonconformances that have a significant impact on project cost/schedule
  • Ability to provide guidance to other Area Supplier Quality Specialists and non-technical support staff as assigned.
  • Background as a lead auditor for conducting supplier quality system audit or capability surveys of a prospective supplier. Experienced with quality management programs including ISO9001, IATF16949, AS9100, ISO13485.
  • Experience with interaction/monitoring of Third-party Agency quality surveillance contractor personnel to assure proper implementation of project requirements.
  • Training or Certification in Lean / Six Sigma preferred
  • Prior experience in writing technical procedures, Technical Reports, and problem solving / Root Cause Analysis
