STATEMENT OF PURPOSE Under supervision of the Director of Health Information Management and Patient Registration/Communications Supervisor, the Patient Registration Specialist facilitates patients’ admission to College Hospital Costa Mesa. ____________________________________________________________________________________________________________
QUALIFICATIONS Working knowledge of Medicare, Medi-Cal regulations as they apply to admissions process is preferred. Working knowledge of Electronic Medical Records (EMR) as they apply to admissions process is preferred. Good customer service and computer skills. Excellent people skills and able to remain calm under pressure. College Hospital Costa Mesa Management Assaultive Behavior (MAB) is required within 90 days of hire. ____________________________________________________________________________________________________________
PHYSICAL DEMANDS Frequent sitting for long periods of time. Occasional walking and standing. Occasional bending, crawling, and reaching. Occasional lifting up to 10 pounds. MAJOR TASKS, DUTIES AND RESPONSIBILITIES (All duties listed below are essential to the job.)
* General Staff Accountabilities

 Employee’s conduct conforms to the Mission, Vision, Values, and Code of Conduct of College Hospital.  Values individual differences and demonstrates sensitivity to the cultural needs of others.  Respects the rights, privacy and property of others, and maintains strict confidentiality.  Effectively protects all health information from unauthorized access per HIPAA regulations and all applicable local and state laws.  Maintains required certification/license in a timely fashion.  Exhibits good attendance and punctuality.  Provides appropriate notice prior to vacation/time off and notifies supervisor a minimum of two hours prior to shift when unable to come to work.  Observes allotted break and meal periods as prescribed by Hospital Policy and follows time card procedures by accurately writing in and out.  Attends to personal affairs to avoid any interference with productivity.  Adheres to the Dress Code.  Demonstrates an understanding of their personal role in the case of fire/disaster and participates in Performance Improvement activities.  Functions with an awareness of patient safety issues and applies basic principles of safety as identified within the facility.  Follows the occurrence reporting policy and procedure in reporting any potential safety issues.

* Job Specific Duties  Pre-Admits patients accurately and timely.  Registers patients into computer system accurately. Records all data elements required for UB-82 and OSHPD reporting.  Distributes required handouts to patients and documents receipt by patients.  Requests copy of insurance card from all patients and co-pays and deductibles as appropriate.  Secures appropriate signatures on consent forms and handouts.  Distributes advance directive information as required by the Patient Self Determination Act (OBRA 1990) and as outlined in hospital department policy & procedures.  Issues appropriate patient information and barcode labels to the units prior to the patients’ arrival.  Distributes copies of registration face sheet as outlined in policy and procedures.  Observes Medical Staff Bylaws of CHCM by recognition of physician on temporary suspension due to delinquent charting and refers accordingly.  Explains admission procedures accurately and courteously.  Completes financial file folder for each patient registered inpatient or outpatient. Reviews for completeness and routes to the Business Office.  Explains admitting policy to patients, family, physician and hospital staff in a clear and concise manner.  Demonstrates an awareness of CHCM Managed Care Contract Agreements and codes accurately.  Releases the PBX Operator for their 10 minute and 30 minute breaks.  Able to operate the switchboard during coverage or backing up the PBX Operator.  Able to page physicians or staff members as required & handle all codes while operating the switchboard.  Secures all transfers, discharges, and any demographic changes are done in a timely matter.  Able to do daily audits and reports for quality control improvements and multiple departments.  Communicate with the OR Department for any future outpatient procedures.  Able to quality control all scanning documents for each admission and to upload into CHCM Electronic Medical Records (EMR).  Able to handle the hospital safe by logging in and out patient belongings.  Effectively performs additional duties and responsibilities as position requires.
