Job Summary:
This position is responsible for administering drug, alcohol, and saliva tests to all employees and pre-employment candidates as required under the Federal Railroad Administration (FRA) and Federal Transit Administration. (NYCT, Long Island Railroad, and Metro North Railroad policies and guidelines.
Responsibilities:
  • Collect specimens for drug, alcohol, and saliva tests.
  • Perform daily calibrations of all equipment used for testing.
  • Collect blood specimens as needed.
  • Perform data entry on all collections obtained.
  • Stock the work area with supplies as needed.
  • Perform daily audits on all data entries.
  • Provide daily Lab Activity Reports to the immediate supervisor.
  • Provide testimony and/or affidavits for hearings and trials.
  • Interact with Designated Employer Representatives (DERs), Medical Review Officers (MROs), and Physicians.
  • Performs diagnostic tests (audio tests, EKGs, spirometry, etc.).
  • Other duties as assigned.

Required Knowledge/Skills/Abilities:
  • Phlebotomy skills required.
  • Knowledge of DOT/FRA and FTA regulations and collections.
  • Must have knowledge of DOT 49 CFR Part 40 regulations.
  • Proficiency in and/or ability to learn communication and interpersonal skills.
  • Proficiency in and/or ability to learn organizational and presentation skills.
  • Proficiency in and/or ability to learn to work with all internal levels within a given organization.
  • Proficiency in and/or ability to learn to communicate and interact well with external agencies.
  • Proficiency in and/or ability to learn to complete short- and long-term projects effectively and as efficiently as possible.
  • Proficiency in and/or ability to learn analytical and/or quantitative skills.
  • Demonstrated proficiency in or ability to learn Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

Required Education and Experience:
  • H.S. Diploma or General Education Degree (GED) or its educational equivalent (GED) approved by a State's Department of Education or recognized accredited organization.
  • Minimum 3 years as a Medical Assistant, Medical Technician, or related field.

The Following is/are preferred:
  • Associate's Degree (AA) in a related field.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.
  • Attainment of or in the process of attaining specific functional licenses or certifications in the area of specialty, if applicable, within 60 days preferred.

Travel may be required to other MTA locations or other external sites.
