THE POSITION Are you ready to influence how transportation projects support fairness and opportunity across the Commonwealth. Join the Pennsylvania Department of Transportation (PennDOT) as an Equal Opportunity Specialist 2 and help strengthen programs that aim to ensure diverse business participation in statewide construction work. This role gives you the chance to guide important compliance efforts and collaborate with professionals across many agencies.

DESCRIPTION OF WORK This position supports the administration of statewide opportunity programs connected to transportation contracts and project delivery. Your work will focus on program evaluation, compliance monitoring, goal setting, and coordination with many internal and external partners.

As an Equal Opportunity Specialist 2, you will perform the following duties: Program Management: Develop and manage statewide Disadvantaged Business Enterprise (DBE) and DB programs in alignment with federal and state regulations Goal Evaluation: Analyze and approve project participation goals prior to advertisement to support consistency with annual standards Contract Oversight: Monitor construction projects from advertisement through 'notice to proceed' and review bid packages, sealed bids, and contract actions for compliance Compliance Review: Assess DBE commitments, Good Faith Efforts, and subcontractor qualifications and recommend actions when requirements are not met Team Leadership: Lead interdisciplinary review teams and prepare recommendations related to Good Faith Efforts for approval by agency leadership Technical Guidance: Provide support to contractors and partners on Engineering and Construction Management System (ECMS) requirements, certification procedures, and statewide minority attainment systems Interested in learning more. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree; or An equivalent combination of experience and training.
