The primary purpose of this position is to serve as a Lead Information Technology (IT) specialist responsible for administration, operation and maintenance of the FSS computer network and for providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to squadron.
Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Competency-Based Qualification Standard for the Information Technology Management Series, 2210
SPECIALIZED EXPERIENCE: I have (or will have) at least one (1) year of specialized experience at the next lower broadband (NH-01), equivalent to the next lower grade (GS-04) (or equivalent in an alternative pay system) in the Federal service within 120 days of the closing date for this announcement. Specialized experience must demonstrate the following competencies: attention to detail, customer service, interpersonal skills, problem solving, teamwork and technical competence. Should also include knowledge of system software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration and testing.
Ideal Candidate: Someone that knows non-appropriated funds (NAF) business networks, as well as Air Force Computer systems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan, organize, train, and lead the staff of a small to medium sized team, coordinating and integrating the work activities of several different projects to ensure maximum effectiveness in attaining program goals.
2. Ability to effectively communicate, both orally and in writing; train and work with widely diverse individuals and groups; and represent the activity to gain support for program goals, both within and outside the organization.
3. Ability to analyze organizational and operational problems and develop timely and economical solutions, working out solutions to problems and/or questions relating to work.
4. Knowledge of FSS operational responsibilities and requirements.
5. Knowledge of safety and security regulations, practices, and procedures.
6. Knowledge of system software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing.
7. Knowledge of software design principles methods and approaches
8. Knowledge of IT applications software concepts, principles, methods and practices.
9. Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement and replacement.
10. Knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to identify and prevent problem recurrences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
