The Office of the Executive Vice Chancellor and Provost Business Operations and HR Service Center is to be a one-stop shop where staff provide expert response and care for small- to mid-size groups under the Provost's Office umbrella.
The center was originally created for NC State's academies to streamline business processes and operations for both HR and financials, while also being fiscally responsible by not hiring for these services for each academy/smaller unit. Services have expanded to include support for the Provost Office Main Operations, Office of Faculty Excellence, University Data and Analytics, Institutional Effectiveness, Office of Equal Opportunity, Office of University Interdisciplinary Programs, Biotechnology, Innovation and Entrepreneurship, Pappas Real Estate Program, Academic Strategy, Innovation and Solutions, Climate and Sustainability Academy, Genetics and Genomics Academy, Plant Science Initiative, Global One Health Academy, Integrative Sciences Initiative, Data Science and AI Academy, Ombuds Office, Shelton Leadership Center, and Chancellor's Faculty Excellence Program. Essential Job Duties
The Business Officer is a key member of the Provost Business Operations Team, supporting academic and administrative units across the Office of the Executive Vice Chancellor and Provost. Reporting to the Director of Business and HR Operations, this role oversees financial operations, budget administration, and human resources coordination while ensuring business processes run efficiently and in alignment with university policies.
In this role, you'll serve as a trusted business partner to unit leaders, helping them make informed financial decisions, navigate HR processes, and strengthen day-to-day operations. Your work will directly support the success of the university's academic mission by providing the financial insight, operational guidance, and collaborative support that enable units to achieve both immediate priorities and long-term goals.
Key Responsibilities:

Financial Management for Units:
  • Manage financial operations for assigned units, including budget execution, accounting activities, and financial transactions.
  • Provide oversight of state, trust, gift, contract, and grant funds to ensure responsible stewardship of university resources.
  • Monitor budgets, reconcile accounts, and prepare financial analyses, projections, and reports that support informed decision-making.
  • Ensure compliance with university policies, internal controls, and sound financial management practices.
HR Management:
  • Serve as a confidential liaison between unit leadership, employees, and university HR partners.
  • Coordinate personnel-related processes and interpret university policies and procedures to provide guidance on HR and payroll matters.
Programmatic Efficiencies:
  • Advise unit leadership on business operations, processes, and strategies that improve organizational effectiveness.
  • Build collaborative partnerships with unit leadership, campus partners, and the Provost Business Operations Team to support effective service delivery and shared goals.
  • Partner with leadership to support operational planning, process improvements, and business strategies that advance unit priorities.

Qualifications
Minimum Education and Experience
Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
  • Demonstrated knowledge of budgeting, accounting, and financial management principles, with the ability to interpret financial data and support informed business decisions.
  • Exceptional interpersonal and communication skills, with the judgment and discretion to handle sensitive and confidential information.
  • Proven ability to build partnerships, coordinate across stakeholders, and implement effective solutions in a collaborative environment.
  • Working knowledge of organizational operations, business processes, and administrative priorities.
  • Ability to interpret policies and procedures, exercise sound judgment, and make informed recommendations in support of business operations
Preferred Qualifications
  • Progressively responsible university financial experience, demonstrating the ability to manage complex budgets, financial operations, and business processes.
  • Substantial experience leading business administration in an academic environment, including financial management, operational support, and partnership with organizational leadership.
  • Proficiency with university financial and HR systems, including PeopleSoft Financials, Wolf Reports, PeopleAdmin, or comparable enterprise systems, with the ability to leverage these tools to support business operations.
  • Knowledge of and experience applying State of North Carolina and/or University accounting practices, including management of state funds, student fees, grants, trust, and other funding sources.
