Part Time Freelance Software Developer information

What are the key skills and qualifications needed to thrive as a Part Time Freelance Software Developer, and why are they important?

To thrive as a Part Time Freelance Software Developer, you need strong programming skills, problem-solving abilities, and a solid understanding of software development principles, often backed by a relevant degree or portfolio. Familiarity with version control systems (like Git), project management tools (such as Jira or Trello), and proficiency in relevant programming languages or frameworks is typically required. Excellent communication, time management, and self-motivation are standout soft skills for managing client relationships and meeting deadlines independently. These skills ensure you can deliver quality solutions efficiently, maintain client trust, and succeed in a competitive freelance environment.

How do part-time freelance software developers typically manage communication and collaboration with clients and teams?

Part-time freelance software developers often rely on a mix of asynchronous communication tools like email, project management platforms, and messaging apps to stay connected with clients and team members. Since their hours may not align with full-time staff, clear communication about availability and deadlines is essential. They frequently attend scheduled virtual meetings, provide regular status updates, and use collaborative tools such as GitHub or Jira to ensure their work integrates smoothly with the broader project. Effective time management and proactive communication help maintain transparency and foster strong working relationships, even when working remotely or on a flexible schedule.

What is a Part Time Freelance Software Developer?

A Part Time Freelance Software Developer is a professional who creates, maintains, or tests software applications on a contractual basis, working fewer hours than a full-time employee. They typically work with multiple clients or companies, taking on projects that fit their schedule and expertise. This role offers flexibility in terms of working hours and location, allowing developers to balance other commitments or pursue additional interests. Freelance software developers are responsible for managing their workload, deadlines, and client communications independently.

Job description

Structures Asset Administrator
The Utah Department of Transportation (UDOT) is seeking a highly skilled professional to advance our Asset Management Program. In this role, you will serve as the subject matter expert for Structures, ensuring our bridges and infrastructure are managed effectively through data-driven strategies.
What You Need to Know

  • Structural Expertise: Experience with the design, analysis, and rating of structures.
  • Analytical Skills: Experience in data modeling and prediction analysis.
  • Financial Insight: A clear understanding of the relationship between financial investment and performance.

About the Role
You will be responsible for evaluating system performance, developing investment strategies, and setting data-driven performance targets. Your primary focus will be developing criteria, analyzing data, establishing strategies, and performing consistent analytics on complex structural datasets to maximize the benefits of UDOT's investments strategies. You will also establish and monitor long-term plans to improve our assets, incorporate risk management, and refine our decision-making trade-offs.
While this position reports directly to the State Asset Management Director, it operates within a matrix organizational structure in coordination with the Structures Division. Daily tasks and operational priorities will be assigned by the Bridge Management Engineer.
Position Details

  • Salary Range: Based on qualifications.
  • FT/PT Status: Full Time
  • Background Check: You must successfully pass a criminal history check
  • Schedule Code: AX - Competitive Career Service Exempt (At-will position)
  • Location: Calvin Rampton Building - 4501 South 2700 West, Taylorsville, Utah
  • Application Deadline: 06/10/2026

Key Responsibilities
  • Federal Compliance: Prepare, manage and finalize federal compliance reporting for Structures, including the Transportation Asset Management Plan (TAMP) and the Annual Consistency Report
  • Software & Modeling: Evaluate and recommend Structures asset management software and predictive modeling tools.
  • Tool Development & Software: Develop specialized tools to advance reporting practices and perform analysis using bridge asset management software.
  • Modeling & Parameters: Assess and define the technical parameters used for prediction modeling and asset management decision-making.
  • Performance Tracking: Monitor performance targets and track funding for structures such as bridges, walls, and overhead signs.
  • Optimization: Evaluate resource allocations to ensure the most efficient use of state funds.
  • Risk Management: Identify infrastructure risks and help develop comprehensive mitigation plans.
  • Strategic Coordination: Develop a strategic approach to asset management in coordination with other administrators to ensure statewide alignment.
  • Collaboration: Coordinate with the ATOM team, state asset administrators, region asset coordinators, and internal/external stakeholders on all things related to Structures asset management.
  • Innovation & Lifecycle: Coordinate innovative approaches to the entire asset lifecycle-including planning, construction, and maintenance-to minimize costs and risks.

Qualifications
Engineer Candidates ($48.10 - $76.27)
  • Registered as a professional engineer (PE) in Utah.
  • At least four (4) years of engineering experience following licensure as a PE.

Non-engineer Candidates ($45.53 - $72.25)
  • A Bachelor's degree (or higher) from an accredited institution in a related field AND at least eight (8) years of professional relevant experience in asset management or a closely related field.
    • Note: Directly related professional experience may be substituted for the education requirement on a year-for-year basis (e.g., 12 years of total related experience if no degree is held).
