Job description

As a Supervisory Veteran Representative (Officer in Charge) OIC supervisory position, the OIC provides day to day leadership, operational oversight, and administrative direction for the Guam Benefits Office and employees located in the Commonwealth of the Northern Mariana Islands (CNMI). In addition to core operational responsibilities, the OIC carries out a range of human resources and supervisory responsibilities. This position requires the selectee to complete an initial 3-year tour of duty.Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/05/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-12 Grade Level:
  • Specialized Experience: Applicants must have one year of Specialized Experience which was equivalent to the GS-11 level or higher. Specialized experience is defined as experience counseling Veterans, their dependents, and their representatives, both orally and in writing, regarding the full array of benefits available through the Department of Veterans Affairs, as well as state, federal and local benefit programs concerned with veterans. Specialized Experience is defined as performance of technical assignments affecting the entire field of VA's compensation and pension (C&P) benefits programs. These assignments would have required interpretation of the full range of C&P laws and regulations, to include precedent opinions of the Court of Appeals for Veterans' Claims and authoritative opinions of the
    General Counsel.
Examples of specialized experience would typically include, but are not limited to:
  • Quality assurance or auditor functions related to claims processing and benefit determination.
  • Adjudication and authorization of compensation, pension, and claims.
  • Determination to reconsider claims appeal cases and preparation/presentation of such cases.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
