Purpose & Job Related Requirements REPORTS TO: Elections and Voter Registration Deputy Director FLSA STATUS: Non-Exempt CLASSIFICATION: Non-Merit; Serves at the discretion of the Department Director. PAY GRADE: Part-time/Seasonal SAFETY SENSITIVE: No Purpose of Job Poll Clerk ($15.60/hour): The purpose of this job is to assist in the conduction of elections at the polling location assigned by the Board of Elections. Duties and responsibilities include, but are not limited to, providing customer service to voting public, resolving problems, working to ensure that the assigned poll opens promptly at 7:00 a.m., using computers, Direct Record Electronic Voting Machines, Liberty Voting Systems, poll pads (electronic voters list), and other general office equipment and performing additional tasks as assigned

Assistant Poll Coordinator ($17.16/hour): The purpose of this job is to assist in conducting all elections at the polling location assigned by the Board of Elections. Duties and responsibilities include, but not limited to, providing customer service to voting public, resolving problems and answering questions, using computers, Direct Record Electronic Voting Machines, Liberty Voting Systems, poll pads (electronic voters list), and other general office equipment; assisting with managing personnel to ensure poll functions properly; assisting with performing necessary preliminary work to ensure that the poll opens on time, and performing additional tasks as assigned. Poll Coordinator ($17.94/hour): The purpose of this job is to conduct all elections at the polling location assigned by the Board of Elections

Duties and responsibilities include all assigned to Assistant Poll Manager above; and managing personnel to ensure polls function properly; performing necessary preliminary work to ensure that the polls open on time; and performing additional tasks as assigned. Job Related Requirements REQUIRED WORK SCHEDULE: 6-8 weeks prior to Election Day - Training, 8-10 hours before each election 1 day before Election Day - Poll Setup, 1-3 hours Election Day: 14-16-hour workday, 5:30 am-completion OPTIONAL HOURS, with a few days encouraged: 3 weeks leading up to Election Day, Advance Voting: Mon-Sat 7:00 am-5:30 pm with occasional extended hours. May be required to work on religious holidays.

Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions Poll Clerk Must be a U. S. Citizen and a resident of Athens-Clarke County.

Must be able to read, write, speak the English language; and at least 16 years of age. Must have reliable transportation. No poll officer may be appointed who is a nominee for public office or is a candidate in the primary or election at which the poll officer shall serve; otherwise holding public office, other than a political party office; a parent, spouse, child, brother, sister, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, or sister-in-law of a candidate in any precinct where the candidate's name appears on the ballot in any primary or election.

Assistant Poll Coordinator Includes Poll Clerk minimum requirements above along with: Must possess a valid driver's license and have reliable transportation capable of carrying supplies needed for an election. Some personnel management/supervisory experience preferred. Poll Coordinator Includes Assistant Poll Coordinator minimum requirements above along with: Six months of personnel management/supervisory experience preferred.

When assigned to Absentee Ballot team, Logic & Accuracy Testing team, and Ballot Duplication team driver's license not required. Reliable transportation's capability to carry elections supplies not required when assigned to Absentee Ballot team, Logic & Accuracy Testing team, Ballot Duplication team, and Delivery team. Essential Duties, Responsibilities The following duties are normal for this job.

These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Poll Clerk Attends required training sessions and study station instructions.

Assists with setting up the poll on the Monday before Election Day. Performs one or more of the following duties: checks identification; assists voters in filling out voter certificates if necessary; marks voters on the Electronic Poll Book, (Elector's list); creates and issues voter access cards, understands the operation of electronic voting equipment and provides customer service to voters. Assists as needed on Election Day.

Assists with close out procedures. Assists with paperwork as necessary. Ensures voters return voter access cards.

May serve as Assistant Poll Coordinator in the event of an emergency; duties to be assigned by the Poll Coordinator. Performs other related duties as required. Assistant Poll Coordinator: Attends required training sessions and study Poll Procedures to gain thorough knowledge of process.

Assists Poll Coordinator in recruiting poll workers. In the absence of the Poll Coordinator, assumes all responsibility for the operations and management of the poll. Assists with setting up the election poll on Monday before Election Day; performs duties as necessary to set up poll for voting; arranges tables for the stations so that the flow of the voters is smooth.

Assists with problems or questions that may arise on Election Day. Assists in managing Poll Clerks to ensure poll functions properly. Relieves workers for breaks (work stations).

Assists Poll Coordinator with closing the poll procedures; printing reports tapes from voting units; completing the Recap Sheets and paperwork as necessary to account for the ballots and voters. Returns memory cards and supplies to check-in with Coordinator. Performs other related duties as required.

Poll Coordinator: Manages poll workers and assigns job responsibilities. Contacts poll facility in advance of election to arrange entry for setup and the election. Coordinates with poll workers to ensure adequate staffing.

Attends required training sessions and study Poll Procedures to gain thorough knowledge of process. Picks up election supplies (schedules Monday pickup) Sets up the election polls on Monday before Election Day. Announces poll opening and closing.

Prints reports tapes from voting units. Completes the Recap Sheets and paperwork as necessary to account for the ballots and voters. Returns memory cards and supplies with one other assigned poll worker to check-in on Election night.

Performs other related duties as required. When assigned to Absentee Ballot Team Processes, sorts, scans, and tabulates absentee ballots as directed by the Absentee Ballot Clerk. When assigned to Logic and Accuracy Testing Team Following the direction of an Elections Clerk, tests and processes Election equipment in order to prepare the units for use during Advanced Voting and on Election Day.

When assigned to Ballot Duplication Team Hand-duplicates ballots on Election night to ready them for tabulation, as directed by the Absentee Ballot Clerk and the Director of Elections. When assigned to Delivery Team Loads trucks with Election equipment at the warehouse for delivery to voting locations. Unloads Election equipment at voting locations.

Knowledge, Skills and Abilities Knowledge of the policies, procedures, and activities of the Board of Elections office as they pertain to the performance of duties relating to the position assigned. Knowledge of the terminology used within the department. Knowledge of the procedures and methods as required in the performance of duties.

Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations. Ability to communicate effectively with poll workers, candidates, elected officials and the public. Ability to use independent judgment in routine and non-routine situations.

Ability to utilize and understand voting equipment and techniques as necessary in the completion of daily assignments. Ability to plan, organize, and/or prioritize daily assignments and work activities. Ability to comprehend and apply the regulations and procedures of the department.

Ability to work with the public. Ability to operate all aspects and components of electronic voting system. (Assistant Poll Coordinators & Poll Coordinators) Supplemental Information (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS: This position requires: walking, bending, stooping, standing, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions.

Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work. If Poll Coordinator assigned to Delivery Team, must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently; physical demand requirements are at levels of those for medium work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
