Description
The Resolve Marine, Marine Service Centers Part Time Estimator analyzes projects to calculate total costs, including materials, labor, and equipment, enabling competitive bids. They prepare detailed budgets, review blueprints, and assess risks, aiming to maximize profitability while ensuring accurate project timelines. Key roles often require proficiency in software like Excel and construction takeoff tools.
Primary Responsibilities:
  • Bid Sites and Information: Utilizes existing Resolve bid sites for research and data collection for prospective projects, bids, customers, and sub-contractors. Independent sources of information can be utilized with approval from the Facility Manager and Senior Director of the MSC.
  • Document Organization: Utilizes the existing Sharepoint and NetSuite system for controlling and organizing required and ancillary documents for bids and projects.
  • Prospect Delivery: Coordinate with each Regional Facility Manager and the MSC Director for opportunities within each region's respective arena of operations.
  • Cost Analysis: Research material prices, labor rates, and equipment costs to create accurate estimates.
  • Document Review: Analyze blueprints, specifications, and project proposals to understand project scope.
  • Bid Management: Prepare, submit, and negotiate cost proposals and contracts for clients.
  • Subcontractor Coordination: Solicit and analyze quotes from vendors and subcontractors.
  • Risk Assessment: Identify potential financial risks, including weather delays, waste, and market changes.
  • Project Monitoring: Track costs throughout the project lifecycle to ensure compliance with the original budget.
  • Networking: Maintains contacts and relationships with private individuals and other organizations.
  • Proposal Reviews: Presents prepared estimates by assembling and displaying numerical and descriptive information.
  • Compliance: Ensures adherence to Resolve's policies and procedures as set forth in the Field Guide Book, the Employee Handbook and all other established policies, standard operating procedures and work rules of the company

Secondary Responsibilities:
The Project Manager reports to the Facility Manager. This position provides overall supervision and management of field projects. The Project Manager is responsible for all aspects of assigned jobs from initial job set-up to final billing. The Project Manager, Superintendent, and Project Coordinator are the leaders of the Project Management Team - they, individually report to the Facility Manager, however the Project Manager is the primary accountable party for the project below the Facility Manager.
  • Develops the Project Management Plan and establishes the project organization in direct collaboration with the Superintendent and Facility Manager.
  • Ensures that all project staff are clear on the chain of command and their own responsibilities and follow the Project Management Plan for the duration of the project
  • Oversees all project support functions and supervises project support staff including Project Coordinator, Logistics Coordinator, Salvage Naval Architect, Salvage Officer, etc.
  • Serves as the senior company representative on assigned projects
  • Responsible for the set-up, supervision, and management of all aspects of field projects including project mobilization and de-mobilization, personnel supervision, vessel operations, salvage operations, diving operations, job accounting, cash fund management, daily reporting, client interaction, and logistics
  • Maintains a direct interface with the client on a daily basis.
  • Works with the Superintendent, Diving (or other operational) Supervisors, Project Coordinator, and Subject Matter Expert team assigned.
  • Maintains a direct interface with the Superintendent, Project Coordinator and, Facility Managerm providing all required information for reports.
  • Reviews and approves Daily Reports.
  • When not assigned to a field project, lends assistance as required from the office or warehouse in supporting on-going field operations. Duties may include assisting with equipment maintenance, improvements, and work on special projects, or assisting current or upcoming projects or bids.
  • Sets an example of leadership in taking a proactive role in all local and field assignments.
  • Is familiar with the company's Integrated Management System and assists in efforts to implement quality processes into Resolve field project operations to improve efficiency and reduce cost.
  • Ensures adherence to Resolve's policies and procedures as set forth in the Field Guide Book, the Employee Handbook and all other established policies, standard operating procedures and work rules of the company.
  • Provides daily oversight and approval of daily job reporting and completes Resolve's forms including daily safety meeting reports, daily work reporting, payroll, accounting, cash expenditures, etc. Responsible to ensure all paperwork is submitted as required.
  • Works closely with management to coach, train, and develop more junior Resolve project administration staff
  • Assists in identifying and recruiting new talented personnel to augment Resolve field and project administration personnel roster
  • Makes direct contributions towards improving the overall capability, qualifications, and experience of Resolve field personnel and enhances crew morale
  • Knowledgeable of and strictly enforces all applicable US Coast Guard, OSHA, DOT, and other applicable regulations
  • Assumes a leadership role in the effort to maintain and improve the readiness of Resolve MSC personnel and equipment
  • Sets an example of leadership by taking a proactive role in all local and field assignments
  • Works closely with management to coach, train, and develop junior Resolve field staff
  • Other duties as assigned

Requirements
  • Bachelor's Degree in business management, Financial Accounting, or Administration, and/or suitable industry experience (to be evaluated).
  • 5 Years' Experience in Marine Construction and Diving Operations. This may be a combination of general marine work and maritime specific experience.
  • Ability to work in a high paced, dynamic and challenging environment.
  • Ability to provide innovative solutions to complex problems

  • HIPAA Training or ability to obtain during employment
  • Proficient in Microsoft Office Suite including Word, Excel, Power Point and Project
