The Role

We are seeking an experienced Senior Project Manager - Civil/Site to lead and grow our public sector practice. This role requires a licensed Professional Engineer (PE) with a strong background in civil/site design and a proven track record delivering complex public infrastructure projects. The ideal candidate brings deep experience with Parks and Recreation, Multi-Use Trail Design, Education (K-12 and Higher Education), and Civic/Municipal projects, along with demonstrated success in client development and work procurement. This is a leadership position responsible for project execution, client relationship management, team oversight, and strategic growth within the public sector market.

Responsibilities


Project Leadership & Delivery

  • Manage civil/site projects from proposal through construction closeout.
  • Oversee design of grading, drainage, utilities, stormwater management, erosion control, and permitting.
  • Ensure projects are delivered on schedule, within budget, and in compliance with regulatory requirements.
  • Coordinate with multidisciplinary teams, subconsultants, and public agencies.
  • Provide quality control oversight and technical guidance to project teams.
Public Sector Expertise
  • Lead projects for public clients, including municipalities, counties, state agencies, school districts, and higher education institutions.
  • Manage projects involving parks and recreation facilities, athletic complexes, multi-use trails/greenways, educational campuses, civic buildings, and related infrastructure.
  • Navigate public procurement processes, funding requirements, and agency coordination.
Business Development & Work Procurement
  • Identify and pursue new public sector opportunities.
  • Lead proposal development, fee negotiations, and contract execution.
  • Maintain and strengthen relationships with public clients and teaming partners.
  • Represent the firm at industry events, public meetings, and professional associations.
Team & Operational Leadership
  • Mentor and supervise project managers, engineers, and design staff.
  • Assist in resource planning and workload management.
  • Contribute to strategic planning and growth initiatives.
Qualifications
Required
  • Licensed Professional Engineer (PE) (Georgia preferred or ability to obtain).
  • 10+ years of progressive civil/site engineering experience.
  • Demonstrated experience managing public sector projects, including parks, trails, education, and civic facilities.
  • Strong understanding of local, state, and federal permitting processes.
  • Proven ability to manage budgets, schedules, and multidisciplinary teams.
  • Experience with public procurement processes and contract negotiation.
  • Excellent written and verbal communication skills.
  • Ability to independently manage client relationships and procure work.
Preferred
  • Georgia DOT (GDOT) Certification (or ability to obtain).
  • Experience with grant-funded or state/federally funded infrastructure projects.
  • Existing relationships with Georgia public agencies and municipalities.
  • Experience presenting at public meetings and stakeholder workshops.
