Summary Description
The City of Urbandale is currently accepting applications for Facilities & Parks Project Manager. Reporting to the Assistant Director of Parks and Recreation, the Facilities & Parks Project Manager provides professional project management, technical expertise, and leadership for City facility, park, and public space projects.
This position manages the planning, coordination, and delivery of capital improvement and construction projects from concept through closeout, including consultant coordination, bidding and procurement processes, construction administration, schedule management, budget management, and project implementation. The Facilities & Parks Project Manager will work collaboratively with departments, consultants, contractors, and outside agencies to ensure successful project delivery and compliance with project goals, schedules, budgets, and applicable standards.

The City of Urbandale offers a comprehensive salary and benefit package. Full-time non-union benefits for this position include:

The starting annual salary for this position is $98,519. This position is an exempt, civil service role. The detailed pay range is outlined in the Non-Union Wage Schedule July 1, 2026 - June 30, 2027, which can be accessed

Routine Job Duties/Responsibilities
  • Manage and coordinate multi-departmental facility and park renovation and construction projects, including project scheduling, consultant coordination, bidding processes, construction administration, and inspection of completed work for conformance to operational standards and project specifications.
  • Collaborate with departments, consultants, and stakeholders during project planning and development to help identify project goals, operational needs, and space requirements.
  • Perform administrative and accounting duties, including purchasing materials and supplies and generating and submitting reports and documentation.
  • Participate in the planning, development, and implementation of facility and park capital improvement projects, including design coordination, construction administration, cost estimating, maintenance-related improvements, repair, and reconstruction work.
  • Assist with monitoring and administering contracts for facility and park development with designers, engineers, contractors, and vendors.
  • Respond to public inquiries, comments, complaints, and suggestions and resolve significant and controversial issues.
  • Develop bid documents and facilitate the public bidding process for facility and park projects.
  • Support the City's sustainability priorities by coordinating with architects, engineers, and contractors to ensure sustainable materials and design standards are evaluated and incorporated where feasible.
  • Track sustainability-related project elements such as energy efficiency upgrades, LED retrofits, EV infrastructure readiness, native landscaping, or stormwater improvements.
  • Assist with gathering documentation needed for potential grants and funding opportunities related to sustainability enhancements.
  • Recommend purchases, monitor expenditures, inventory, materials, parts, and tools.
  • Ensure compliance with Iowa Code related to procurement of construction contracts.
  • Develop construction cost estimates, monitor funding sources, and prepare capital improvement budgets.
  • Conduct on-site inspections to ensure quality and adherence to project specifications.
  • Monitor construction progress; conduct field visits, resolve issues, and ensure project specifications are met.
  • Process contractor pay applications, review and recommend approval of change order requests, and track expenditures.
  • Mediate contractor and consultant issues and proactively resolve conflicts.
  • Serve as the City's liaison for construction projects and consultant communications.
  • Perform other related duties and responsibilities as assigned.

Periodic Job Duties/Responsibilities
  • Develop project scopes, schedules, budgets, and bid-related documentation for facility and park capital improvement projects.
  • Prepare written and oral reports related to project schedules, budgets, bidding processes, construction updates, and capital project recommendations for the Parks and Recreation Commission and City Council.
  • Research special projects and issues, assist with grant preparation, and maintain receipts and budget records.
  • Prepare and issue RFPs, RFQs, bid packages, and legal notices.
  • Coordinate consultant and contractor selection processes, including RFQs, RFPs, bid evaluations, and contract administration support.
  • Provide input to architects, engineers, and consultants during design.
  • Prepare City Council memos, schedules, and legal publications and deliver presentations to boards and community stakeholders.
  • Oversee project closeout, including warranties, as-builts, and final inspections.
  • Design and develop specifications for small capital projects (e.g., facility and park improvements).
  • Coordinate with internal departments (e.g., Fire, Library, Public Works, Engineering) on cross-departmental facility projects.

Typical Qualifications
  • AA degree in Construction Management, Landscape Architecture, Civil Engineering, or a related field required.
  • 5 years of progressive experience in capital project delivery required; public sector preferred.
  • Project Management Professional (PMP) certification or equivalent project management credential preferred.
  • Valid driver's license required.
