Description
Under the supervision of the assigned supervisor, the employee may operate one or more pieces of equipment in the performance of light to moderately complex road and right-of-way (ROW) construction and maintenance activities, as well as supporting horticulture, sanitation, and parks and recreation functions. Employee receives specific instructions from supervisor. Work is performed under established procedures with regular inspections during progress with final inspection of completed work. Employee may operate, but not limited to, a mower, street sweeper, knuckle boom truck, small packer truck, light dump truck, stump grinder, and various hand and power tools. Employee performs maintenance inspections on assigned equipment, notifies supervisor of equipment failures, and may assist with repairs. Employee also performs other routine manual labor as assigned. This job is considered safety-sensitive and is subject to pre-employment background check and random drug screens.

Essential Functions
ESSENTIAL FUNCTIONS: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Equipment Operation. Operates equipment at or below the Class B Commercial Driver's License (CDL) level to assist in the completion of road and ROW construction and maintenance projects, horticulture and landscaping projects, sanitation collection routes, and park maintenance.
  1. Receives daily tasks and assignments from supervisor.
  2. Drives and operates equipment for assigned department or division.
  3. Operates equipment such as, but not limited to: mowers, street sweeper, knuckle boom truck, recycling packer truck, and stump grinder.
  4. Monitors gauges and other indicators during equipment operation for non-standard conditions.
  5. Operates recycling packer truck on assigned collection routes (Sanitation).
  6. Operates light to medium duty trucks to deliver and pickup recycling and refuse bins (Sanitation).
  7. Wears safety equipment and clothing to protect self and others from bodily or property damage.
  8. Follows plans and instructions regarding projects.
  9. Maintains a log of daily activities.
  10. Completes assignments within specified time frames.
  11. Trains on more complex equipment such as backhoe, track hoe, and front-end loader when time and conditions are appropriate.

ESSENTIAL FUNCTION: Equipment Maintenance. Performs routine and preventative maintenance and minor repairs on vehicles.
  1. Performs pre-work safety inspections of equipment.
  2. Performs daily and monthly safety and maintenance vehicle inspections on assigned equipment.
  3. Performs preventative maintenance on assigned equipment.
  4. Ensures assigned equipment is properly fueled.
  5. Reports equipment maintenance status to the supervisor.
  6. Performs work or may assist crew leader or other repairmen with minor mechanical repairs.
  7. Cleans and washes vehicles.

ESSENTIAL FUNCTION: Department Operations and Manual Labor. Performs manual labor tasks following departmental policies and procedures to ensure proper maintenance and efficient operations of the department.
  1. Performs road and right-of-way (ROW) repair and maintenance activities.
  2. Uses a chainsaw to cut trees and bushes from ROW.
  3. Collects debris and trash.
  4. Clears roads of fallen trees, limbs, and other items following storms or emergencies.
  5. Operates equipment to clean out drains, traps, and ditches.
  6. Constructs molds and forms to work with concrete.
  7. Forms and repairs curbs, gutters, and sidewalks.
  8. Operates small engine power tools including lawn mowers and weed eaters.
  9. Uses concrete saws and other drills and skill saws.
  10. Ensures proper signage is visible during assigned operations.
  11. Uses hand tools such as saws, hammers, and shovels.
  12. Shovels asphalt, rocks, dirt, and other materials during road repairs and landscape work.
  13. Performs flagman duties, as needed, while on road maintenance or horticulture jobs.
  14. Picks up and piles brush, refuse and other materials.
  15. Develops sanitation and recycling collection routes (Sanitation Department).

NON-ESSENTIAL FUNCTION:
  1. Assists with City special events such as placing barricades and barriers.
  2. Responds to calls during hurricanes, inclement weather, or other emergency situations.
  3. Performs other job-related duties as required or assigned.

Minimum Qualifications
  1. Possess a high school diploma or GED.
  2. Minimum of one (1) year of work experience as an Equipment Operator I or equivalent; or any combination of education, training and experience that demonstrates the above listed knowledge, skills, and abilities commensurate with the requirements of this job.
  3. Possess a current and valid Class B Commercial Driver's License (CDL) or obtain this license within six (6) month of employment; must be insurable.
  4. Ability to work overtime, weekends, or emergencies as needed.
  5. Ability to travel throughout City to perform job functions.
  6. Ability to pass a pre-employment background check and an initial drug screen.
