THE POSITION
The Civil Engineer Consultant General role with the Public Utility Commission (PUC) offers a chance to make communities safer with a unique and exciting engineering opportunity in its Rail Safety Engineering Section. This role focuses on overseeing railroad crossing safety improvement projects, including warning device upgrades, new crossing construction, and highway-rail bridge rehabilitation or replacement. You will support important rail and roadway projects across the state. Join a team that works to protect the public every day.
DESCRIPTION OF WORK
This position supports statewide safety and engineering work at rail-highway crossings. You will work with many partners to review designs, guide improvements, and support Commission decisions. As a Civil Engineer Consultant General, you will perform the following duties:
  • Field Investigations: Conduct field reviews to assess safety needs at rail highway crossings
  • Design Review: Examine engineering plans to confirm compliance with safety and design rules
  • Decision Making: Make on site judgments to direct improvements that address unsafe conditions
  • Report Preparation: Prepare written reports and recommended orders for Commission approval
  • Hearing Support: Present expert testimony and exhibits at formal hearings when required
  • Project Monitoring: Track assigned proceedings and work with partners to resolve delays

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. Successful candidates are required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved by the Bureau Director. Management may discontinue any telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
    • To be eligible to participate in telework, the employee's alternate (telework) worksite must be within a reasonable travel distance of Harrisburg and within the Commonwealth of Pennsylvania. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Four years of professional civil engineering experience which includes three years in the appropriate specialty.

Special Requirement:
  • Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

Post-Employment Requirement:
  • For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six-month probationary period.

Other Requirements:
