Job description

Role Overview

Program Cost Control Engineering Business Analyst (EBA – Grade P3) for the RTX Functional Finance team. The role supports Engineering Product Team Leads, Control Account Managers, and Program Leads in monthly Earned Value Management (EVM) inputs, reporting, and analysis, and facilitates Budget Change Requests (BCRs), EAC and LRE inputs.

Employment Type & Location

Hybrid – regular onsite and offsite work. Location: Woburn, MA (225 Presidential Way, GODDARD BLDG).

Responsibilities
  • Support the creation of Estimates at Complete (EACs) quarterly and Latest Revised Estimates (LREs) monthly, including cost estimation, reasonableness tests, risk and opportunity assessments.
  • Perform detailed EV and financial analysis on budget baseline, schedule, and EAC positions.
  • Prepare forecasts, monitor actual costs, and document variances to plans and forecasts.
  • Analyze cost and labor runs weekly to drive predictable cost and schedule outcomes.
  • Use APEX/SAP EV, IMS, and PMX management reporting tools for cost control and schedule tracking.
  • Communicate effectively with functional organizations to ensure program financial commitments are met.
Qualifications – Must Have
  • University degree (or equivalent experience) with a minimum of 5 years relevant experience, or an advanced degree with at least 3 years relevant experience.
  • Proficiency in Microsoft Office, especially Excel.
  • Experience with EVMS processes, EAC/LRE development, and financial variance reporting.
Qualifications – Preferred
  • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), or other government procurement regulations relevant to bid/cost proposals.
  • Knowledge of managing processes, projects, and tactics within a single work area.
  • Understanding of the impact of work on other organizational areas.
  • Demonstrated teamwork and effective communication skills.
Salary & Benefits
  • Salary range: $86,800 – $165,200 USD.
