About This Position
TJFACT is seeking a well-versed and qualified Senior Police Advisor to support the Department of State - INL/BiH program, at Canton Sarajevo Anticorruption Office at Aleja Bosne Srebrene bb, Sarajevo, Bosnia, and Herzegovina. This position is equivalent to a Police Advisor Level 5.
The Senior Police Advisor (hereinafter "the Advisor") will advance counter-narcotics and counter-TCO goals by strengthening cross-border law enforcement cooperation and information sharing with U.S. law enforcement agencies to prevent Balkan criminal groups that work with Western Hemisphere cartels to move migrants, arms, and drugs through the "Balkan route," harming Europe and the United States. The Advisor will monitor improper political interference and procedural irregularities that hinder BiH police agencies from cooperating with U.S. law enforcement to achieve counter-TCO goals and enhanced border security. The Advisor will also provide advice to relevant BiH officials. The Advisor will provide advice and support to the Embassy Sarajevo INL section and other Embassy sections as requested. The Advisor will work closely with officials at counterpart agencies in BiH, including but not limited to the state, entity, and cantonal police. The Advisor will also serve as an in-country law enforcement consultant on matters related to border security, TCOs, and other emerging threats as needed.
Please note: This position is being recruited in support of a TPC proposal effort. Any offer of employment is contingent upon contract award and successful completion of all pre-employment requirements.
Key Responsibilities
  • Establish, develop, and maintain relationships with a broad array of law enforcement agencies in BiH. Provide advice and other technical assistance to improve the functioning of law enforcement institutions to combat TCOs and strengthen border security.
  • Contribute to strategic planning and program development for targeted INL law enforcement programming.
  • Communicate and coordinate with other donors to avoid waste and duplication of effort. Identify opportunities for burden sharing.
  • Draft reports and assessments, provide input to strategy and other briefing papers, and provide oral and written briefs to the INL Director, the INL/EA Program Officer in Washington, DC, and leadership at Embassy Sarajevo and in Washington.
  • Liaise with U.S. Embassy agency representatives involved in law enforcement efforts.
  • Draft and provide advice and assistance in the preparation of required reports, including to the U.S. Congress, INL, and Principals at the State Department and other U.S. federal agencies.
  • Attend and report on general law enforcement meetings, national and international conferences, seminars, and meetings with BiH government officials.
  • Provide advice and assistance in the formulation of the Mission Performance Plan and other strategy and planning exercises undertaken by Embassy Sarajevo, Department of State, and INL.
  • Participate in visits by senior officials and serve as an escort or control officer, arrange itineraries, and provide logistical support for official visitors.
  • Brief DOS Congressional, embassy staff, and other visiting officials on INL's role and the status of U.S.BiH law enforcement projects and related initiatives.

Required Qualifications
  • U.S. Citizen
  • Bachelor's degree from an accredited institution in international relations, law enforcement, public policy, or related field (10 years professional law enforcement experience can be substituted)
  • A minimum of eighteen (18) years of experience with U.S. or BiH law enforcement or military, experience briefing in English
  • Three (3) years of experience working overseas in an Embassy environment
  • Three (3) years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style
  • Basic Bosnian/Croatian/Serbian language reading ability; able to understand or grasp the main ideas of straightforward texts, routine reports, and correspondence. Ability equivalent to a recognized foreign language proficiency measurement framework, such as the National Foreign Affairs Training Center's defined level 1/1, defined as Elementary Proficiency.
  • Demonstrated experience working as a TCO, border security, or financial crime expert.
  • Demonstrated ability to manage and oversee programs involving law enforcement initiatives.

Preferred Qualifications
  • Demonstrated experience working in Bosnia and Herzegovina for at least fifteen (15) years and maintaining positive working relationships in a cross-cultural setting, especially with foreign officials.
  • Demonstrated experience working effectively with officials at counterpart agencies in BiH, including but not limited to the state, entity, and cantonal police.
  • Proficiency in spoken and written Bosnian/Croatian/Serbian language. Comfortable working in Bosnian/Croatian/Serbian language at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the National Foreign Affairs Training Center's defined 3/3 level, defined as General Professional Proficiency. Demonstration or proof of language capability required, unless the individual is a native Bosnian/Croatian/Serbian speaker.
