Job description

Senior Disaster Recovery Expert (ON-CALL Role) - Housing & Community Development
Your passion is supporting communities with implementing best practice strategies to provide expert consulting skills and programmatic expertise to serve the needs of low- and moderate-income families. At ICF you can put that passion into action by joining our team of experts working to support our work with Federal, state, and local clients related to disaster recovery. This position is ON-CALL (part-time with variable hours) and work remote. Assignments are made on a demand-response basis so hours are completely variable. What you'll be doing:
  • Support a national team of training and technical assistance providers, dedicated to the field of affordable housing

  • Work with a diverse set of stakeholders including cities, counties, states and nonprofit entities receiving technical assistance through HUD and other industry partners

  • Focus on the field of disaster recovery programs

  • Develop/deliver training sessions, conference presentations, workshops, and webinars

  • Focus on best practice and innovative strategies related to disaster recovery.

  • Contribute to the design of tools, drafting of reports, and development of policy guidance

  • This is a home-based position and up to 25% travel may be required

Basic Qualifications you'll need to have:
  • Bachelor's Degree or equivalent in Public Administration, Planning, Urban Affairs, Public Policy, Government or a related discipline or minimum 10 years of professional experience in similar field

  • Minimum of 15 years knowledge in HUD Office of Community Development Programs including the Community Development Block Grant Disaster Recovery Program

  • Minimum 5 years demonstrated success developing and delivering trainings, workshops and webinars; facilitation, and public speaking to a variety of audiences.

Preferred Skills/Experience:
  • Experience and expertise in other federal mainstream housing and services programs

  • Broad knowledge in cross-cutting Federal requirements (e.g., Labor, Fair Housing, Relocation, etc.) a plus

Professional Skills:
  • A commitment to disaster recovery and serving all of those who are underserved

  • Excellent verbal, interpersonal and written communication skills

  • Strong analytical, problem-solving and decision-making capabilities to analyze situations, identify existing or potential problems, and recommend solutions

  • Ability to multi-task with various projects and responsibilities

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$131,256.00 - $223,134.00
