The Network Solutions Architect supports FEMA OCIO Operations and Maintenance services by designing, implementing, managing, and sustaining enterprise network operations across hybrid physical, virtual, on-premises, and multi-cloud environments. This role is responsible for ensuring reliable, secure, and high-performing network services supporting FEMA’s enterprise infrastructure, including Network Operations Center (NOC) and Security Operations Center (SOC) environments, data centers, cloud connectivity, and mission-critical IT systems.

The Network Solutions Architect provides advanced technical expertise in network engineering, infrastructure modernization, cloud integration, operational resiliency, and disaster recovery readiness to ensure enterprise networks remain available, secure, and compliant with FEMA and DHS standards.

This position is located at FEMA HQ in Bluemont, VA. You may be able to adjust and work remotely after a period of time.

Primary Duties
  • Design, implement, and manage enterprise network architectures across physical, virtualized, hybrid cloud, and multi-cloud environments.
  • Support FEMA network operations for fixed and disaster-activated sites, including LAN, WAN, voice, video, satellite, internet, intranet, and telecommunications infrastructure.
  • Provide Tier 2 and Tier 3 support for enterprise network infrastructure and services.
  • Monitor network performance, availability, utilization, and service health; identify and implement performance improvements.
  • Troubleshoot and resolve complex network incidents, outages, connectivity issues, routing problems, and interoperability challenges.
  • Support event, incident, problem, and change management processes.
  • Maintain network configurations, technical documentation, network diagrams, baseline standards, and operational records.
  • Support technology refresh and modernization efforts for network infrastructure and communications systems.
  • Implement and maintain network security controls, including VPNs, access controls, firewalls, IDS/IPS integration, and secure network configurations.
  • Support cybersecurity operations through network monitoring, traffic analysis, incident response activities, and audit support.
  • Ensure compliance with DHS/FEMA security policies, enterprise architecture standards, cybersecurity requirements, and disaster recovery best practices.
  • Support 24/7 operational requirements during exercises, contingencies, disasters, and emergency response activities.
  • Collaborate with government stakeholders, technical teams, vendors, and program leadership.
  • Contribute to continuous improvement initiatives related to network operations, automation, cloud connectivity, operational efficiency, and resiliency.

Education & Experience

Must Have required certifications to be considered:

  • Certified Information Systems Security Professional (CISSP)
  • Cisco Certified Network Professional (CCNP) or Cisco Certified Network Associate (CCNA)
  • Professional Cloud Solutions Architect certification
  • Multi-cloud certification or demonstrated certification coverage across AWS, Google Cloud Platform (GCP), Oracle Cloud Infrastructure (OCI), and Microsoft Azure
  • Bachelor’s degree and 12-15 years of relevant experience, or Master’s degree and 10-13 years of relevant experience.
  • Experience managing enterprise network operations within a complex, mission-critical environment.
  • Experience supporting Network Operations Center (NOC) and Security Operations Center (SOC) functions.
  • Experience designing, implementing, and supporting enterprise networks across physical, virtualized, hybrid cloud, and multi-cloud environments.
  • Experience with LAN, WAN, VPN, routing, switching, firewalls, cloud networking, network segmentation, load balancing, and secure connectivity.
  • Experience supporting infrastructure migrations, cloud integration, modernization efforts, disaster recovery, and business continuity initiatives.
  • Experience with network monitoring, incident management, problem management, root-cause analysis, and performance optimization.
  • Experience developing and maintaining technical documentation, network diagrams, operational procedures, and configuration records.
  • Knowledge of cybersecurity principles, regulatory compliance requirements, intrusion detection, SIEM integration, and secure configuration practices.
  • Ability to effectively collaborate with government stakeholders, technical teams, security personnel, vendors, and program leadership.
  • Must be able to obtain and maintain a Public Trust clearance.
  • Must be able to obtain a DHS EOD.
