Position Overview

Index Analytics is seeking a highly skilled Medicaidย Data SME to support federal healthcare clients in the Baltimore and Washington, D.C. metropolitan area. This role combines deep expertise in healthcare data, Medicaid and CHIP policy, advanced analytics, and stakeholder engagement to drive actionable insights and improve program outcomes.

The ideal candidate is a strategic thinker and trusted advisor who can transform complex healthcare data into meaningful recommendations for clients. Working at the intersection of data, policy, and technology, this individual will leverage statistical analysis, data visualization, and domain expertise to address challenging healthcare questions, support program oversight, and inform evidence-based decision making. The incumbent will collaborate with multidisciplinary teams of analysts, data scientists, policy experts, and government stakeholders to develop innovative solutions that enhance healthcare quality, operational effectiveness, and health outcomes.

Key Responsibilities
  • Research best practices and support developing solutions and recommendations for building value added products and solutions enhancing the current business operations and policy for Medicaid and CHIP programs.
  • Perform routine business analysis using various techniques (e.g. statistical analysis, explanatory and predictive modeling, data mining), provide business data interpretation on Medicaid data sets to include claims, TAF, program oversight, scorecards, performance data and more.
  • Validate that documentation of specified Medicaid data and analytics issues is correct and complete using expertise and conducting research as necessary. Identify complex data and policy issues that are undocumented and poorly documented as candidates for documentation.
  • Help develop training curricula and contribute data and analytics content for training modules.
  • Work with internal or external clients to identify analytical requirements and produce ad hoc data and reports that visualize data using industry best practices for HCD and UX.
  • Provide insights to improve health policy and outcomes through the combination of qualitative design research and exploratory data analysis.
  • Work in an agile environment with a team of data analysts, data and policy SMEs, and data scientists.
  • Develop technical documentation and deliverables (presentation slides, reports, draft manuscripts) with high quality and relevant viewpoints.
  • Communicate findings to clients and scientific audiences, through both oral presentations; able to translate complex nuances to others.
  • U.S. citizen or authorized to work in the United States, with residency in the U.S. for at least three (3) of the past five (5) years. Must be eligible to obtain a Federal client badge and successfully pass a Public Trust background investigation.
  • Bachelor's degree in Public Health, Health Informatics, Data Science, Statistics, Computer Science, Healthcare Administration, or a related field.
  • Minimum of eight (8) years of professional experience, including at least four (4) years working with healthcare data, healthcare IT systems, or healthcare analytics.
  • Demonstrated experience conducting complex quantitative and qualitative analyses to support program administration, policy development, program oversight, and data-driven decision-making.
  • Experience analyzing large, complex healthcare datasets, including Medicaid claims, enrollment, quality, or operational data.
  • Experience analyzing Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files (TAF) using SQL, PySpark, or similar data processing tools.
  • Experience working with unstructured data and applying analytical methods to derive actionable insights.
  • Strong understanding of statistical concepts and methodologies, including hypothesis testing, regression analysis, predictive modeling, and exploratory data analysis.
  • Excellent written, verbal, and presentation communication skills, including the ability to translate complex technical concepts into clear, actionable recommendations for non-technical audiences.
  • Experience developing technical reports, presentations, documentation, and client-facing deliverables.
