This is managerial and professional work responsible for planning and directing the cityโs parks and recreation department, including special events, park maintenance and recreation and athletic programs. Work involves the development, administration, and supervision of a comprehensive community recreation program, supervising department staff, and ensuring the effective and proper maintenance of new and existing parks and recreation facilities. Provides interpretation of city policies and procedures, defines mission, goals, and objectives, oversees functions and results of city through participant, financial and general reports. Work is performed independently under the direction of the City Manager.
MAJOR DUTIES AND RESPONSIBILITIES
Supervises, plans, and directs the programs, activities, and use of cityโs public recreation facilities including the playgrounds, parks and recreation center.
Plans, directs, and supervises the work of personnel involved in recreational and athletic programming; schedules and monitors work; establishes priorities and programming goals; ensures training in correct methods and procedures; reviews and evaluates employee performance; conducts city staff meetings.
Develop and implement Department policies, procedures, and fee schedules; evaluate equity and adequacy of policy and fee schedules on an on-going basis; make revision recommendations as needed.
Develops comprehensive short- and long-range goals and objectives to ensure the effective delivery of quality services to the public through the effective operation of the department.
Assist in the development of related Capital Improvement Projects related to parks.
Receives input from community groups, neighborhood groups and individuals regarding parks and recreation needs, utilizes such input for overall planning, programming, program evaluation.
Evaluates the adequacy and condition of existing public recreation and athletic facilities and equipment; recommends and secures approved improvements, repairs or replacements to facilities and equipment.
Continuously monitor and evaluate the efficiency and effectiveness of Department methods, procedures, and programs; assess and monitor workload; identify and implement opportunities for improvement; review with City Manager where appropriate .
Addresses city officials, the public and various community groups to provide information about the cityโs recreational and athletic activities and programs; attends various community meetings to learn of the communityโs desires and needs in relation to these programs,
Coordinates the cityโs recreational and athletic programs with other community recreational activities and aids community representatives in extending the cityโs recreational programs. Builds community partnerships to effectively manage and support special events, recreational and athletic programming initiatives.
Prepares annual budget; monitors and controls the allocation of funds within approved budget and ensures all expenditures are made in strict compliance with city purchasing policies and procedures. Justifies and approves all purchase requisitions. Prepares equipment specifications, and recommendation for purchase.
Plans, supervises, and evaluates the work of department staff; ensures that work is performed at optimal levels; counselโs employees on work processes and is responsible for disciplinary action and performance evaluations of personnel.
Assists with the planning and coordination of park upgrades and capital improvement projects, including vendor and contract oversight for programs and maintenance work.
Ensures equitable and inclusive access to City programs, services, and resources for all community members.
Develop standard operating procedures to enhance the operation of the department; ensure employees comply with city policies, procedures, and safety rules.
Prepares and presents reports as requested to city council and related advisory boards.
Identifies and supports grant and other external funding opportunities to advance City programs and initiatives.
Prepares correspondence and communications pertaining to recreation programs and publicity designed to interest the public.
May operate city vehicles in the performance of duties or to attend training programs.
Other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelorโs degree in public administration, leisure management or related field from an accredited college or university. Minimum of six (6) years of related professional experience, including four (4) of related supervisory experience. Any combination of education, training, and experience that provides the required knowledge and skills is acceptable.
Certificates, Licenses and Registrations
Possession of a valid Driverโs License (Class C) and a satisfactory Motor Vehicle Record (MVR). Ability to obtain Georgia Driverโs License within 60 days of hire.
Knowledge, Skills, and Abilities
Ability to drive and operate the cityโs assigned vehicles and equipment in a safe and efficient manner.
Knowledge of the objectives and principles of public recreation including a good understanding of the activities which constitutes a community recreation program.
Knowledge of the activities, facilities and equipment needed in recreation and athletic programs.
Knowledge of special events programming.
Ability to establish and maintain effective community partnerships with local and/or regional partners.
Knowledge of city policies, procedures, and safety rules.
Knowledge of computer and software applications.
Ability to develop and administer an overall recreational program suited to the needs of the community.
Other Requirements
Work includes night and weekend work. Must be available for emergency call-in on nights, weekends, or holidays.
