Job Summary

As Director of OSP Engineering, you will lead the planning, permitting, and construction of large‑scale fiber infrastructure, overseeing teams, capital programs, and strategic execution. This role is ideal for an experienced OSP leader ready to drive resilient network builds and make a lasting impact on company growth and connectivity.

Responsibilities

Responsibilities and essential job functions include but are not limited to the following:

  • Direct leadership and oversight of OSP Engineering, Construction, Inspectors, and Permitting personnel (resource planning, hiring, coaching/mentoring, performance management, and training)
  • Own OSP capital and expense budget planning and adherence, including business case development and support of budget request
  • Lead OSP network planning and design for fiber and conduit infrastructure (routes, diversity, capacity relief, and constructability) in support of company and customer objectives
  • Develop and maintain the OSP master plan and multi-year roadmap (capacity relief, diversity/resiliency, growth expansion), including prioritization based on risk, demand, constructability, and ROI
  • Provide OSP feasibility, route studies, and high-level designs for new developments and customer opportunities; ensure timely, accurate cost estimates and project schedules
  • Define planning standards for route selection, diversity, protection/restoration strategy, and constructability reviews to reduce rework and improve on-time delivery
  • Lead planning coordination with utilities and third parties (joint use/aerial make-ready, pole attachment readiness, duct/conduit availability, and conflict resolution) to support executable designs
  • Proactively identify and plan for external impacts to the network (roadway projects, developer work, utility relocations); develop mitigation and relocation plans and track reimbursement opportunities when applicable
  • Own planning data and tool governance to ensure accurate, repeatable outputs (design inputs, mapping/GIS integrity, address/street data, bill of materials assumptions, and consistent estimating models)
  • Own the Permitting function and right-of-way coordination with municipalities, utilities, and property stakeholders to support timely construction (including easements and third-party agreements as needed)
  • Own execution of OSP construction programs, including contractor management, inspector oversight/field quality, make-ready coordination, schedules, safety compliance, restoration, and project closeout
  • Establish inspection/acceptance criteria and QA/QC processes (field audits, punch lists, material verification, and documentation) to ensure high-quality, compliant builds
  • Establish and enforce OSP engineering standards, documentation requirements, and record accuracy (as-builts, GIS/records updates, splice documentation, and cable/fiber assignment integrity)
  • Responsible for OSP technology and tool strategy (e.g., GIS/records systems, CAD/design tools) and vendor/solution selection to achieve corporate goals
  • Review contracts/agreements in conjunction with Legal; manage vendor performance and adherence to safety, quality, and deliverable requirements
  • Partner with Sales and Solutions on OSP feasibility, cost estimates, and project delivery planning for new opportunities (including RFP/RFI support as needed)
  • Prepare and report critical status of OSP programs, risks, and major initiatives to the Executive Team
  • Provide leadership support for escalated OSP events (fiber cuts, network disruptions, emergency restorations), coordinating with NOC, Field Operations, and vendors to restore service and improve resilience

    Qualifications – The ideal candidate for this position will demonstrate:

    • Experience with OSP design and records tools (e.g., CAD/GIS mapping systems)
    • Strong technical background in outside plant fiber network planning/design, construction methods (aerial and underground), splicing concepts, and fielding/locate practices
    • Experience with OSP permitting and right-of-way coordination, including working with municipalities, utilities, and property stakeholders
    • Demonstrated ability to lead multi-disciplinary teams and manage competing priorities in a fast-paced environment
    • Competency and experience in Microsoft Excel, Word, PowerPoint, Google Earth and Visio
    • Effective verbal, written, and interpersonal skills; ability to communicate clearly with internal stakeholders, customers, and external agencies
    • Proven process orientation with a track record of improving tools, standards, documentation, and operational handoffs
    • Excellent organizational skills, time management, initiative, attention to detail, and follow through
    • Ability to work cross-functionally with Network Engineering, NOC, Field Operations, Construction, Sales, Finance, and Legal

    • Outdoor work in varying weather conditions (heat, cold, inclement weather)
    • Safe operation of company vehicle in diverse traffic and weather conditions, including nighttime driving and in construction sites
    • Fieldwork includes accessing manholes, hand holes, and construction areas; may involve confined spaces, elevated work and knowledge of PPE requirements for self and staff
    • Flexible schedule required, including holidays, weekends, and overnight work for field visits and leading network recovery during outages

    Other Requirements

    • Minimum 10 years of relevant experience in telecommunications outside plant engineering, including leadership responsibility
    • Bachelor’s degree in Engineering, Construction Management, Telecommunications, or a related field is preferred (or equivalent experience)
    • Relevant industry certifications and/or safety training (as applicable)
    • Must pass a criminal background check and drug screening.
    • Valid driver’s license with a satisfactory driving record
