Job Title: Lead Clinician (ORR)

Department: Foster Family Services

Position Summary:

The Clinical Program Director reports to the Clinical Director and works in alignment with the siteโ€™s Program Director. The Clinical Program Director oversees all clinical services at each site under their supervision. The Clinical Program Director is tasked with delivering both program and clinical supervision to associates, ensuring compliance with the Board of Behavioral Sciences (BBS) / Board of Psychology (BOP) regulations, ORR Policy and adheres to Marsellโ€™s leadership expectations. The Clinical Program Director may carry a caseload.


Essential Duties and Responsibilities:

To perform this job successfully, an individual must be able to perform the following satisfactorily; their duties may be assigned.

Serves as a member of Marsellโ€™s Center of Excellence by ensuring clinical best practice, process excellence and experience satisfaction throughout the enterprise.

Collaborates with Program Directors to organize weekly Treatment Team meetings, ensuring that each minor receives thorough care from the multidisciplinary team.

Builds and maintains positive working relationships with internal and external stakeholders, such as referral sources, community partners, resource parents and regulatory agencies.

Provides the clinical team with treatment planning tools, and interventions, while maintaining fidelity to the clinical case management framework of ORR.

Provides coaching, and guidance to clinical team members, ensuring they are equipped with the necessary skills and knowledge to perform their roles effectively.

Ensures that clinical staff members adhere to organizational policies, procedures, and ethical guidelines in their practice.

Serves as a member of Marsellโ€™s Center of Excellence by ensuring clinical best practice, process excellence and experience satisfaction throughout the enterprise

Directs the provision of clinical services of minors. Implements a recovery based psychosocial program to optimize minor strengths, skills, and partnerships with family, community, and staff.

Assures minor needs are met through program activities.

Ensures clinical staff and behavioral specialist staff are integrated into the therapeutic program and individual/group therapy is provided to minors.

Ensures that clinical staff and behavioral specialists interact and communicate with non-clinical departments in the facility including medical and program staff.

Represents clinical and behavioral specialists on various facility committees, including utilization review, and peer reviews

Directs, coordinates, and maximizes the integration and cooperation of programs with other services and local community resources by facilitating collaborations and partnerships between federal representatives, contract providers, and non-profit agencies.

Assures all minors are advised of their rights when admitted and that these rights are protected through appropriate policies and that denials of rights are in compliance with applicable law.

Meets with minors as necessary and may be involved in grievance processes.

Oversees the preparation of a comprehensive written psychosocial evaluation and assessment on assigned minors, in addition to an intake note, regular progress notes, weekly summary notes and a discharge summary. Other documentation and Client Level Event reports including court reports may be required.

As needed, provides individual psychotherapy to assigned minors.

Actively participates in staffing, multidisciplinary, and interdisciplinary treatment team meetings, and other program planning activities and is responsible for a coordinated treatment plan for assigned minors.

Verbally communicates to minors their legal status and rights under applicable law and acknowledges in documentation their understanding of same.

Provides consultation as needed with resource families and case managers on issues regarding admission, discharge, and aftercare plans.

Participates in an on-call rotation

Upgrades clinical skills through in-service and continuing education.


Supervisory Responsibilities:

Directly supervises employees in the Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Ensures team member evaluations are completed within the first 90 days and annually thereafter.

Oversees staffing schedules and 1:1 supervision of all team members.

Supervise, coaches, and mentors staff providing guidance to their work and learning including, when necessary, corrective/disciplinary action in a timely and professional manner.

Provides BBS/BOP clinical supervision in associates.

Qualifications:

Qualifications may be waived with written approval from the ORR Project Officer.

Two years of supervisory experience.

Two years of post-graduate direct service delivery conducting clinical interviewing, assessments, and individual and group counseling.

Completion of 86 hours of pre-service training.

Present at sites within the designated region 80%.


Required:

Masterโ€™s degree in social work, counseling psychology, or other relevant behavioral sciences field in which clinical training is a program requirement.

Must be licensed with BBS/BOP for at least 2 years.

Must be an eligible BBS/BOP Supervisor.

Experience working with children, and/or at-risk families.

Complete the BBS/BOP required Supervisor Training. Initial 15 hours or 6 hours for renewals

Provide certificate of malpractice insurance

Must be at least 21 years of age.


Preferred:

Bilingual in Spanish requested but not required.

Work Environment:

Noise level varies from mild to moderate.

Predominantly indoor, with occasional outdoor monitoring or activities.
