Business Development & Contracts Manager

Ounalashka Corporation is seeking a highly motivated Business Development & Contracts Manager to lead strategic growth initiatives and support the continued success of the Corporation and its federal contracting subsidiary. This unique role combines business development, capture management, relationship building, contract administration, and compliance oversight to help expand business opportunities and strengthen long-term organizational success.

This position offers an exciting opportunity to work directly with executive leadership, develop strategic partnerships, pursue new business opportunities, and contribute to the economic future of an Alaska Native Corporation and its shareholders.

What You'll Do Business Development & Strategic Growth
  • Identify, evaluate, and pursue federal, state, local, and commercial contracting opportunities.
  • Develop and maintain relationships with government agencies, prime contractors, industry partners, and key stakeholders.
  • Lead opportunity identification, capture planning, and pursuit strategies.
  • Support teaming arrangements, joint ventures, mentor-protégé relationships, and strategic partnerships.
  • Conduct market research, competitive analysis, and business intelligence activities.
  • Maintain business development pipelines and support long-term growth initiatives.
Proposal & Capture Support
  • Lead bid/no-bid evaluations and opportunity assessments.
  • Coordinate proposal development efforts and ensure compliance with solicitation requirements.
  • Support transition planning and startup activities for newly awarded contracts.
  • Prepare capability statements, presentations, and marketing materials.
Contracts & Compliance Management
  • Review, negotiate, and administer contracts, subcontracts, agreements, and related documents.
  • Monitor contract performance requirements, deadlines, deliverables, and modifications.
  • Ensure compliance with applicable regulations, contract terms, and company policies.
  • Support audits, compliance reviews, reporting requirements, and risk management activities.
  • Assist leadership in contract interpretation and strategic decision-making.
Qualifications Required
  • Bachelor's degree in Business, Public Administration, Finance, Contract Management, Marketing, or a related field. Equivalent experience may be substituted.
  • Five or more years of experience in federal contracting, business development, capture management, proposal management, contract administration, or a related field.
  • Knowledge of federal procurement processes and government contracting regulations.
  • Experience reviewing, negotiating, and managing contracts and agreements.
  • Strong written and verbal communication skills.
  • Exceptional organizational skills with the ability to manage multiple priorities and deadlines.
Preferred
  • Experience working with an Alaska Native Corporation, Tribal organization, Native Hawaiian Organization, or government contractor.
  • Knowledge of the Federal Acquisition Regulation (FAR) and related agency regulations.
  • Experience supporting SBA 8(a) participants and other socio-economic contracting programs.
  • Professional certifications such as CPCM, CFCM, PMP, APMP, or NCMA credentials.
  • Experience using tools such as SAM.gov, GovWin, FPDS, or similar federal market intelligence systems.
